MINUTES OF THE HELPER CITY COUNCIL MEETING

The regular meeting of the Helper City Council was called to order by Mayor Mike Dalpiaz at 6:00 p.m.

 

 

 

APPROVAL OF MINUTES February 7, 2008

 

Council Member Jones moved to approve the corrected minutes of February 7, 2008. Council Member  Mascaro seconded the motion.  Motion Carried.  Ganser, Jensen, Mascaro and Jones all voting yes.

 

 

 

 

 

 

 

 

 

JEFF CISNEROS LEGION UPDATE.

 

Jeff Cisneros told the council that he had been contacted by Mike James with concerns about having the car show and baseball tournament at the same time.  We do not want to interfere with the car show stated Mr. Cisneros.  I can change the date of the American Legion Tournament to June 5, 6 and 7.  The council still believed that both events could go on at the same time.   Mr. Cisneros informed the council that the field needed a new scoreboard and he would be looking in to raising money for a new one.  The council told Mr. Cisneros that the city would do whatever they could to help.  

 

CLAUDETTE LANGLEY, SUN ADVOCATE, PRESENTATION.

 

Claudette Langley from the Sun Advocate presented Neida Garica and Lois Giordano with a check for $500.  The check had been sent to help with the beautification project from a former Helper resident Norma Speroni Bellsted. 

 

 

 

NEIDA GARCIA AND LOIS GIORDANO UPDATE ON BEAUTIFICATION PROJECT.

 

Neida and Lois gave an update to the council on what they had planned for Main Street.  Ms. Garcia told the council that they would like to see the old Welcome to Helper entrance sign come back.   The council agreed that would be nice, but U.D.O.T. would have to give approval on the design.  

 

 

Council Member Ganser moved to allow $1,000 to be spent on the beautification project out of the city budget. Council Member  Jones seconded the motion.  Motion Carried.  Ganser, Jensen, Mascaro and Jones all voting yes.

 

 

 

 

DISCUSSION AND/OR APPROVAL ON SELLING THE 1980 MACK FIRE TRUCK TO CARBON COUNTY.

 

Mayor Dalpiaz explained to the council that the new fire truck was on its way and we needed to get rid of the old Mack fire truck to make room.  The County Commissioners offered to buy the fire truck for the Scofield fire department. 

 

Council Member Jones moved to sell the Mack fire truck to Carbon County in the amount of $15,000. Council Member Mascaro seconded the motion.  Motion Carried.  Ganser, Jensen, Mascaro and Jones all voting yes.

 

 

 

DISCUSSION AND/OR APPROVAL ON HISTORIC COMMITTEE APPOINTMENTS.

 

Mayor Dalpiaz appointed Sue Ann Martell, Maclom Howard and Karen and Leroy Uncles to the Historic Preservation Committee.   These names were recommended to the Mayor by Council Member Jensen.

 

 

UNFINISHED BUSINESS:

 

(A) SOLAR LIGHT FOR BILLBOARD:

 

Council Member Mascaro is stilling looking into the solar lighting.

 

(B) CARPET FOR 69 SOUTH MAIN.

      

Attorney Strate asked the council to give him permission to take legal action if necessary. 

 

 

Council Member Jensen moved to permit Attorney Strate to take legal action on the 69 South Main property issue. Council Member Ganser seconded the motion.  Motion Carried.  Ganser, Jensen, Mascaro and Jones all voting yes.

 

 

 

(C) BOYACK RIGHT-A-WAY.

 

Mayor and Attorney Strate are still working on an agreement.

 

(D) DISABILITY ACT.

 

Attorney Strate told the council that he had talked to Alison Draper and she just needs a plan of action from the city right now. 

 

   

(E) POWER FOR NORTH MAIN INTERCHANGE.

 

 Council Member Jones and Ganser are still working on this.

 

 

(F) COMBINING PUBLIC SAFETY RESOURCES WITH CARBON COUNTY.  

 

Council Member Armstrong is still looking into this.

There being no further business Council Member Mascaro moved to adjourn.  Council Member Jones seconded the motion.  Ganser, Jensen and Jones voting yes. Meeting adjourned.
