MINUTES OF THE HELPER CITY COUNCIL MEETING

The regular meeting of the Helper City Council was called to order by Mayor Bonacci at 6:00 p.m.

 

 

 

PLEDGE OF ALLEGIANCE

 

The Pledge of Allegiance was led by Mayor Bonacci.

 

 

PUBLIC COMMENTS: As there was no one present who wished to discuss any non-agenda items with the council, the meeting proceeded as outlined.

 

 

 

 

APPROVAL OF MINUTES – March 20, 2003.

 

Council Member Mascaro moved to approve the minutes of March 20, 2003 Council Member Welch seconded the motion. Motion carried. Unanimous decision by council present.

 

 

PRESENTATION TO MARK MONTOYA COUNCIL MEMBER SPRADLIN.

 

Mark Montoya was not in attendance.  This item will be rolled over to the next meeting.

 

 

DISCUSSION AND/OR APPROVAL ON AUDITORIUM FEES.

 

Council Member Mascaro asks council if there were any concerns on the new fee schedule for the auditorium.  Council Member Welch asked if a person had already had reservations would they get the old fee.   Council Member Mascaro stated that anyone that had reservations would receive the old fee.

 

Council Member Welch moved to approve the new Auditorium rental fees to begin on July 1, 2003.  Council Member Spradlin seconded the motion.  Motion carried.  Unanimous decision by council present.

 

 

DISCUSSION AND/OR APPROVAL ON POOL PUMP REPAIRS IN THE AMOUNT OF $1,100.

 

Council Member Spradlin move to approve the repair of the pool pump in the amount of $1,100.  Council Member Mascaro seconded the motion.  Motion carried. Unanimous decision by council present.

 

 

DISCUSSION AND/OR APPROVAL ON FIRE HYDRANT IN THE AMOUNT OF $1450.

 

Council Member Mascaro move to approve the repair of the fire hydrant on Main Street in the amount of $1450.  Council Member Gonzales seconded the motion. Motion carried. Unanimous decision by council present.

 

 

DISCUSSION AND/OR APPROVAL ON TRUCK FOR WATER DEPARTMENT.

 

Council Member Welch explained to council that the water department’s old truck will no longer pass inspection.  Council Member Welch told council that he had checked into a new truck at the cost of $18,000.   A used truck with 10,000 miles from Salt Lake County Surplus would be $15,050 with a warranty on it. 

 

Council Member Mascaro moved to approve the new used truck for the water department in the amount of $15,050.  Council Member Spradlin seconded the motion. Motion carried. Unanimous decision by council present.

 

 

DISCUSSION AND/OR APPROVAL FOR NEW BATHROOMS AT PARK.

 

Mayor Bonacci had a bid from Copinga Construction for the amount of $19,690 and Gomac Construction for the amount of $20,176.80 which included a building permit.  Council Member Mascaro told council that Gomac could start  next week  were Compinga would not be able to start right way. 

 

Council Member Gonzales moved to approve the bid from Gomac Constrcution for the amount of $20,176.80 less the building permit.  Council Member Spradlin seconded the motion.  Motion carried.  Unanimous decision by council present.

 

DISCUSSION AND/OR APPROVAL FOR THE PURCHASE OF ENCYCLOPEDIA’S FOR THE LIBRARY IN THE AMOUNT OF $825.

 

Council Member Mascaro explained that the encyclopedia’s at the library where out dated.   The library will not allow the new ones to be checked out.

 

Council Member Mascaro moved to purchase the encyclopedia’s in the amount of $825.  Council Member Spradlin moved to second the motion.  Motion carried.  Unanimous decision by council present.

 

 

ADJOURNMENT:

 

There being no further business Council Member Mascaro moved to adjourn the meeting.  Council Member Welch seconded the motion.  Motion carried. Unanimous decision by council present to adjourn the meeting.
