MINUTES OF THE HELPER CITY COUNCIL MEETING

The regular meeting of the Helper City Council was called to order by Mayor Bonacci at 6:00 p.m.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was said in Redevelopment meeting.
PUBLIC COMMENTS: As there was no one present who wished to discuss any non-agenda items with the council, the meeting proceeded as outlined
APPROVAL OF MINUTES –
June 19, 2003.
Council Member Mascaro moved to approve the minutes of
June 19, 2003 Council Member Robinson seconded the motion. Motion carried.
Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL ON CONTRACT FOR EASEMENT WITH UTAH DIVISION OF TRANSPORTATION ON
HIGHWAY 6.
Mayor Bonacci explained to the council that U.D.O.T had given him a contract for the easement along highway 6 for the new overpass. They will pay the city $8,600 for the easement. Attorney Gene Strate stated he had looked over the contract and everything was in order for the Mayor to sign.
Council Member Buchanan moved to give the Mayor the right
to sign contract with U.D.O.T. for easements for the amount of $8,600. Council
Member Welch seconded the motion. Motion carried. Unanimous decision by council
present.
DISCUSSION AND/OR
APPROVAL ON LIBRARY BOARD.
Council Member Mascaro present the names of new library board members for approval. The board members are as follows: Vicky Miller Chairman, Rachelle Cox, Lee Ludington, Mark Stuckenschneider, Mary Bonacci, Kirk Mascaro, Jody Mascaro, Carol Chiara, Charlene Milovich, Michelle Goldsmith, Wilma Howa, Ruth Bradshaw, Paula Hatch, Debbie Jones.
Council Member Robinson moved to approve the new library
board members. Council Member Welch seconded the motion. Motion carried. Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL ON CEMETERY CONCERNS.
Council Member Gonzales addressed the council with concerns about the city ordinance for the cemetery. Council Member Gonzales was questioning the fixing of sinking head stones. We do not have the equipment or man power to raise all the large head stones stated Gonzales. Council agreed that this was a problem and the ordinance should be possibly revised including the burial fees.
Attorney Strate will look in to revising the ordinance for further discussion.
DISCUSSION AND/OR
APPROVAL ON RECREATIONAL BEER LICENSE.
(1) ROSLYN GUNDERSON WEDDING.
(2) HELPER ARTS FESTIVAL.
(3) ST. ANTHONY’S CARNIVAL.
Council Member Mascaro moved to approve all three
recreational beer licenses.
Council Member Robinson seconded the motion. Motion carried. Unanimous decision by council present.
PLANNING AND ZONING
ISSUES.
Council Member Gonzales stated that there have been no zoning issues but there will be a zoning meeting next Wednesday.
EXECUTIVE SESSION ON
PERSONNEL ISSUES.
Council Member Robinson moved to open the executive
session.
Council Member Mascaro seconded the motion. Motion carried. Unanimous decision by council present.
Council Member Mascaro moved to close the executive
session and return to the regular council meeting. Council Member Welch
seconded the motion. Motion carried.
Unanimous decision by council
present.
ADJOURNMENT:
There being no further business Council Member Mascaro moved to adjourn the meeting. Council Member Robinson seconded the motion. Motion carried. Unanimous decision by council present to adjourn the meeting.
