The regular meeting of the Helper City Council was called to order by Mayor Bonacci at 6:00 p.m.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Bonacci.
PUBLIC COMMENTS: As there was no one present who wished to discuss any non-agenda items with the council, the meeting proceeded as outlined
APPROVAL OF MINUTES –
October 16, 2003 and November 10, 2003.
Council Member Mascaro moved to approve the minutes of October
16, 2003 and the corrected minutes of November 10, 2003. Council Member Buchanan.
seconded the motion. Motion carried. Unanimous decision by council present.
BEN CLEMENT, OFFICIAL
ADDRESS OF CARBON COUNTY.
Ben Clement, Geographic Information Systems of Carbon County, informed the council that he was working on official street addresses for the 911 emergency program. Mr. Clement explained that dispatch has the capability of bringing up a location when a person calls in. The G.I. S. program can send the emergency crew to the exact location. Mr. Clement stated the in order for this to work properly he would need our official addresses. The Mayor and City council agreed to allow City Recorder, Jona Skerl, to give the addresses to Mr. Clement.
MARY ANN BENNETT ON
DRAINAGE ON BIRCH STREET.
Mrs. Bennett was not at the meeting. Council member Gonzales had taken care of the problem with installing curb and gutter.
VANESSA ANDERSON ON
ABATEMENT ON POWER BILL FOR DEPLOYED ARMED SERVICE MEMBERS.
Mrs. Anderson was not present this item will be rolled over.
DISCUSSION AND/OR
APPROVAL ON PURCHASE OF WARRANTY FOR POLICE EQUIPMENT AT $2700.
Council Member Welch moved to approve the purchase of the
three year warranty for the police lap tops.
Council Member Mascaro seconded the motion. Motion carried. Unanimous
decision by council present.
DISCUSSION AND/OR
APPROVAL ON HIRING JOE CHRISTMAN FOR POLICE DEPARTMENT.
Council Member Mascaro moved to approve the hiring of Joe
Christman for the police department for the justice grant on November 13, 2003. Council Member Buchanan seconded the motion.
Motion carried. Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL ON PURCHASE OF NEW VEHICLE FOR POLICE DEPARTMENT IN THE AMOUNT OF
$10,000.
Council Member Buchanan moved to approve the purchase of
new vehicle for the police department.
Council Member Welch seconded the motion. Motion carried. Unanimous
decision by council present.
DISCUSSION AND/OR
APPROVAL ON RESOLUTION FOR FEDERAL SURPLUS.
Council Member Buchanan moved to approve the resolution
to access the federal surplus program and appointing the Mayor as the surplus
officer. Council Member Mascaro
seconded the motion. Motion carried. Unanimous decision by council present.
PLANNING AND ZONING
ISSUES.
Nothing to report.

There being no further business Council Member Welch moved to adjourn the meeting. Council Member Mascaro seconded the motion. Motion carried. Unanimous decision by council present to adjourn the meeting.
