The regular meeting of the Helper City Council was called to order by Mayor Bonacci at 6:00 p.m.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Bonacci.
PUBLIC COMMENTS: Joan Powell addressed the council on ATV trails systems.
APPROVAL OF MINUTES
– March 18, 23, 25, 2004
Council Member Welch moved to approve the minutes of March18,
23, 25 2004. Council Member Mascaro seconded the motion. Motion carried.
Unanimous decision by council present.
ALBERT SPENSKO ON
BRYNER PLOUTZ DITCH.
Mr. Spensko explained to the council that the Bryner Ploutz Ditch may receive a grant to pipe some of the ditch. Mr. Spensko stated that 25% of the total cost would have to come from the share holders.
CHARLIE HAMILTON ON
WATER DRAINAGE.
Mr. Hamilton told the council that the problem had been taken care of.

APPROVAL ON .25 INCREASE FOR LIBRARY ASSISTANT.
Council Member Welch moved to approve the increase for
the library assistant. Council Member Mascaro seconded the motion. Motion
carried. Welch, Gonzales and Mascaro voting yes. Buchanan and Farrell voting no.
DISCUSSION AND/OR
APPROVAL ON RESOLUTION 2004-3 UTILITY RATES.
Council Member Buchanan moved to adopt Resolution 2004-3 on utility rates. Council Member Gonzales seconded the motion. The Council roll call vote is as follows: Council Members Buchanan, Farrell, Gonzales, Welch, Mascaro in favor with no one in opposition Resolution 2004-3 passed by a unanimous roll call vote.
DISCUSSION AND/OR
APPROVAL ON ORDINANCE 2004-8 TO AMEND THE CEMETERY MONUMENTS AND MARKERS.
Council Member Farrell moved to adopt Ordinance 2004-8 to amend the cemetery monuments. Council Member Gonzales seconded the motion. The Council roll call vote is as follows: Council Members Buchanan, Farrell, Gonzales, Welch, Mascaro in favor with no one in opposition Ordinance 2004-8 passed by a unanimous roll call vote.
DISCUSSION AND/OR
APPROVAL ON ORDINANCE 2004-9 TO AMEND PROVISIONS FOR RECREATIONAL VEHICLES.
Chief Zamantakis had several All Terrain Vehicle spokespersons explain to the council how designating road for these enthusiast would help with safety issues and increase the economy. Council Member Buchanan and Farrell had concerns about the cities B& C funding. Rex Sacco, from Carbon County Land Issues, had contacted B & C and they had assured him that this would not effect the funding.
Council Member Buchanan moved to table Ordinance 2004-9
until next meeting. Council Member Farrell seconded the motion. Motion carried.
Unanimous decision by council present.

APPROVAL ON ORDINANCE 2004-10 TO AMEND PROVISION FOR BURN PERMITS.
Council Member Buchanan moved to adopt Ordinance 2004-10 to amend the burn permits. Council Member Mascaro seconded the motion. The Council roll call vote is as follows: Council Members Buchanan, Farrell, Gonzales, Welch, Mascaro in favor with no one in opposition Ordinance 2004-10 passed by a unanimous roll call vote.

APPROVAL ON GARBAGE INCREASE OF 5 CENTS AS PER CONTRACT.
Council Member Gonzales moved to approve the increase of
5 cents per garbage contract. Council Member Mascaro seconded the motion.
Motion carried. Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL ON RECREATIONAL BEER LICENSE FOR A WEDDING.
Council Member Welch moved to approve the recreational
beer license for Mascaro wedding. Council Member Gonzales seconded the motion.
Motion carried. Unanimous decision by council with Mascaro abstaining.
DISCUSSION AND/OR
APPROVAL ON BEER LICENSE FOR HANDY MART.
Council Member Buchanan moved to approve the beer license
for Handy Mart. Council Member Mascaro seconded the motion. Motion carried.
Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL ON SWIMMING POOL.
Council Member Farrell presented to council an estimate from a local contractor on repairs for the pool. Council Member Farrell also presented a letter from the Southeastern Health Board on their findings and concerns. Council Member Farrell recommended to council due to health and safety issues the pool should be closed.
Several concerned residents expressed the need to keep the pool opened and volunteered to help with repairs.
Council Member Farrell moved to close the swimming pool
until repairs can be made. Council Member Gonzales seconded the motion. Motion
carried. Buchanan, Farrell and Gonzales voting yes. Welch and Mascaro voting
no.
DISCUSSION AND/OR
APPROVAL ON YOUTH COUNCIL.
Mayor Bonacci informed the council about a youth council program. This would allow Helper students to form youth council. The youth council would become a service organization to serve Helper needs. Council all agreed to look into the program.
PLANNING AND ZONING
ISSUES.

ADJOURNMENT:
There being no further business Council Member Mascaro moved to adjourn the meeting. Council Member Welch seconded the motion. Motion carried. Unanimous decision by council present to adjourn the meeting.
