The regular meeting of the Helper City Council was called to order by Mayor Bonacci at 6:00 p.m.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Bonacci in the Building Authority meeting.
PUBLIC COMMENTS: P.J. Jensen updated the council on the progress on the Museum’s furnace.
APPROVAL OF MINUTES
– July 14,15 and August 5, 2004
Council Member Buchanan moved to approve the minutes of
July 14,15 and August 5, 2004. Council Member Welch seconded the motion. Motion
carried. Unanimous decision by council present.
BETTY BAILEY ON POLICE
DEPARTMENT.
Ms. Bailey, representing herself, thanked the police department for the excellent job done in the recent bank robbery. Ms Bailey wanted the council to know what a fine police department Helper has.
UTAH’S CHRISTMAS TOWN
COMMITTEE.
Jodi Mascaro informed council on what was going on with the Light parade activities.
DELYNN FIELDING ON
NONPROFIT ORGANIZATION.
Mr. Fielding was not present.
HELPER DEVELOPMENT
COMMITTEE.
Bianca Dumas reported to the council that the fund-raising is going well. They had raised about $500. The United Way has also given them $500 for operating cost. There has been a lot of support from the community. Mayor Bonacci was concerned that the committee would not deposit the money into the city fund but into a separate bank account. Ms. Dumas stated that the committee can not close the banking account at Balance Rock Credit Union because of 500 letters that were sent out. The letters requesting money asked that the donation be sent to the Balance Rock Credit Union and the committee will turn that over to the city. The committee would like the council to attend meetings with them. Mayor Bonacci told Ms. Dumas that only a few council members may attend because of the sunshine law.
PUBLIC HEARING FOR
APPROVING AN ANNEXATION POLICY.
Mayor Bonacci opened the public hearing for approving the annexation policy.
There were no public comments.
Council Member Farrell moved to close the public hearing.
Council Member Welch seconded the motion. Motion carried. Unanimous decision by council present. Council Member Buchanan moved to approve
the annexation policy. Council Member
Welch seconded the motion. Motion
carried. All voting yes with Council
Member Farrell abstaining.
DISCUSSION AND/OR
APPROVAL ON HIRING JOY BENNETT FOR THE COURT CLERK POSITION.
Council Member
Buchanan moved to approval the hiring Joy Bennett. Council Member Welch
seconded the motion. Motion
carried. Unanimous decision by council present.
DISCUSSION AND/OR APPROVAL ON RESOLUTION 2004-8 APPROVING CHARGES FOR
THE MUSEUM SERVICES.
Council Member Buchanan moved to adopt Resolution 2004-8
approving charges for the museum services. Council Member Welch seconded the
motion. The Council roll call vote is as follows: Council Members Farrell, Welch,
Mascaro in favor with no one in
opposition Resolution 2004-8 passed by a unanimous roll call vote.
DISCUSSION AND/OR
APPROVAL ON LOCAL CONSENT FOR BEER LICENSE FOR
ST.ANTHONY’S CARNIVAL.
Council Member Buchanan moved to give local consent for the
St. Anthony’s Carnival beer license. Council Member Mascaro seconded the
motion. Motion carried. Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL ON RECREATIONAL BEER LICENSE FOR HARLEY POOLE.
Council Member Buchanan moved to approve a recreational
beer license for a wedding. Council Member Mascaro seconded the motion. Motion
carried. Unanimous decision by council present.
ADJOURNMENT:
There being no further business Council Member Mascaro moved to adjourn the meeting. Council Member Welch seconded the motion. Motion carried. Unanimous decision by council present to adjourn the meeting.
