MINUTES OF THE HELPER CITY COUNCIL MEETING

The regular meeting of the Helper City Council was called to order by Mayor Bonacci at 6:00 p.m.   

 

PLEDGE OF ALLEGIANCE

 

The Pledge of Allegiance was led by Mayor Bonacci.

 

 

PUBLIC COMMENTS:  Mike James talked about Ordinance 98.5 concerning old vehicles in yards.

 

 

 

APPROVAL OF MINUTES – November 18, 2004

 

Council Member Mascaro moved to approve the minutes of November 18, 2004. Council Member Gonzales seconded the motion. Motion carried. Unanimous decision by council present.

 

 

 

 

 

SANDRA DIAMANTI PRESENTATION FOR BALLET REPERTORY ENSEMBLE.

 

Ms. Diamanti presented a check to the council for the use of the Rio Theater in the amount of $215.   The ballet had performed How the Grinch Stole Christmas in the theater for two nights.

 

STANLEY CONSULTANTS PRESENTATION ON HIGHWAY PLAN.

 

Bob Jacobs and Mike Miles presented the new update on the highway plan.  The plan had to be changed because of cost.   The new plan eliminated an overpass from North Main to Martin Rd. 

 

 

DISCUSSION AND/OR APPROVAL ON ORDINANCE 2004-12 MEETING DATES FOR 2005. 

 

 

Council Member Mascaro moved to approve Ordinance 2004-12 meeting dates for 2005. Council Member Farrell seconded the motion. The Council roll call vote is as follows: Council Members Buchanan, Farrell, Gonzales, Mascaro in favor with no one in opposition Ordinance 2004-12 passed by a unanimous roll call vote.

 

 

PUBLIC HEARING ON ANNEXATION.

 

Council Member Buchanan moved to open the public hearing at 7:39.  Council Member Mascaro seconded the motion. Motion carried. Buchanan, Gonzales and Mascaro voting yes, Farrell abstaining.

 

 

 

Council Member Buchanan moved to close the public hearing at 7:41 having no public comments.  Council Member Mascaro seconded the motion. Motion carried. Buchanan, Gonzales and Mascaro voting yes, Farrell abstaining.

 

DISCUSSION AND/OR APPROVAL ON ANNEXATION ORDINANCE 2004-13

 

 

Council Member Buchanan moved to approve Ordinance 2004-13 on annexation of 5135 North Highway 6. Council Member Mascaro seconded the motion. The Council roll call vote is as follows: Council Members Buchanan, Gonzales, Mascaro in favor, Farrell abstaining. With no one in opposition Ordinance 2004-13 passed by a unanimous roll call vote.

 

DISCUSSION AND/OR APPROVAL ON RESOLUTION 2004-9 AUTHORIZING APPLICATION FOR CIB FUNDING.

 

 

Council Member Mascaro moved to approve Resolution 2004-9 authorizing application for CIB funding. Council Member Buchanan seconded the motion. The Council roll call vote is as follows: Council Members Buchanan, Farrell, Gonzales, Mascaro  in favor with no one in opposition Resolution 2004-9 passed by a unanimous roll call vote.

 

 

 

DISCUSSION AND/OR APPROVAL ON FIRE CONTRACT WITH CARBON COUNTY.

 

Mayor Bonacci explained that Carbon County agreed to allow the city retain the entire $30,000 fire fee that the city receives from the county.

 

Council Member Buchanan moved to approve the new contract with Carbon County. Council Member Mascaro seconded the motion. Motion carried. Unanimous decision by council present.

 

 

 

 

DISCUSSION ON UTILITY POLICY.

 

Council Member Buchanan asked council for suggestions on how to handle shutting the power off for non-payment.   Council Member Buchanan will bring back to council a written policy for discussion. 

 

 

 

 

 

PLANNING AND ZONING REPORT.

 

Council Member Gonzales told the council that P.J. Jensen and Karen Uncles will be resigning from the Planning and Zoning Commission.

There being no further business Council Member Mascaro moved to adjourn the meeting.  Council Member Farrell seconded the motion.  Motion carried.
