MINUTES OF THE HELPER CITY COUNCIL MEETING

PUBLIC HEARING:

The Public Hearing was called to order by Mayor Bonacci at 5:30 P.M. to discuss the proposed budget for FY 2004-2005 and to amend the budget of FY 2003-2004. There were no citizens in attendance for the hearing.

 

The regular meeting of the Helper City Council was called to order by Mayor Bonacci at 6:00 p.m.   

 

PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was said in the Redevelopment meeting.

 

 

PUBLIC COMMENTS: As there was no one present who wished to discuss any non-agenda items with the council, the meeting proceeded as outlined

 

 

APPROVAL OF MINUTES –  May 20 and June 3, 2004

 

Council Member Welch moved to approve the minutes of May 20, and June 3 2004. Council Member Mascaro seconded the motion. Motion carried. Unanimous decision by council present.

 

 

SHERILL SHAW ON ARTS FESTIVAL.

 

Sherill Shaw presented the council with a framed poster from last year’s festival.

 

DISCUSSION AND/OR APPROVAL FOR LOCAL CONSENT ON BEER LICENSE FOR ARTS FESTIVAL.

 

Council Member Welch moved to approve beer license for Arts Festival. Council Member Mascaro seconded the motion. Motion carried. Unanimous decision by council present.

 

SUEANN MARTEL ON RESTAURANT TAX APPLICATION FOR MUSEUM

 

SueAnn Martell, Museum Director, informed the council that she would like to apply for a restaurant tax grant to purchase some model trains the grant would be about $10,000.

 

 

Council Member Welch moved to approve the application for the restaurant tax grant. Council Member Mascaro seconded the motion. Motion carried. Unanimous decision by council present.

 

FRANK ORI ON CARBON COUNTY RECREATION.

 

Mr. Ori addressed some of the concerns the council had with paying $3,300 to Carbon County Recreation.   Mr. Ori promised the council that next year he will schedule more activities in Helper.

 

Council Member Gonzales moved to support the Carbon Country Recreation program with payment of $3,300. Council Member Mascaro seconded the motion. Motion carried. Unanimous decision by council present.

 

 

DISCUSSION AND/OR APPROVAL ON ADOPTING RESOLUTION 2004-4 PRE-DISASTER HAZARD MITIGATION PLAN.

 

 

Council Member Farrell moved to adopt Resolution 2004-4 pre-disaster hazard mitigation plan. Council Member Mascaro seconded the motion. The Council roll call vote is as follows: Council Members Farrell, Welch, Mascaro  in favor with no one in opposition Resolution 2004-4 passed by a unanimous roll call vote.

 

 

 

 

 

DISCUSSION AND APPROVAL ON BUDGET 2004-2005 FISCAL YEAR RESOLUTION 2004-6.

 

Council Member Gonzales moved to adopt Resolution 2004-6 budget for fiscal year 2004-2005. Council Member Welch seconded the motion. The Council roll call vote is as follows: Council Members Farrell, Welch, Mascaro in favor with no one in opposition Resolution 2004-6 passed by a unanimous roll call vote.

 

DISCUSSION AND/OR APPROVAL ON AMENDING BUDGET 2003-2004 FISCAL YEAR RESOLUTION 2007-7.

 

The amendments for the budget were as follows: Restaurant Tax $12,000 was added to administration for Arts Festival.  Police Grant for new officer in amount of $31,836.75 plus overtime shifts for seat belts in amount of $1012.77. Also allows the budget officer to transfer unused expenditures from one department to another to cover short falls.

 

Council Member Welch moved to adopt Resolution 2004-7 to amend the budget for fiscal year 2003-2004. Council Member Farrell seconded the motion. The Council roll call vote is as follows: Council Members Farrell, Welch, Mascaro in favor with no one in opposition Resolution 2004-7 passed by a unanimous roll call vote.

 

 

DISCUSSION AND/OR APPROVAL ON CERTIFIED TAX RATE.

 

Council Member Farrell moved to approve the certified tax rate to be set by Carbon County Auditor. Council Member Welch seconded the motion. Motion carried. Unanimous decision by council present.

 

ORDINANCE 2004-11 ESTABLISHING TAX ON TELECOMMUNICATIONS PROVIDERS.

 

Council Member Gonzales moved to adopt Ordinance 2004-11 establishing tax on telecommunications providers. Council Member Mascaro seconded the motion. The Council roll call vote is as follows: Council Members Farrell, Welch, Mascaro in favor with no one in opposition Ordinance 2004-11 passed by a unanimous roll call vote.

 

 

INTERLOCAL AGREEMENT WITH UTAH STATE TAX COMMISSION.

 

Council Member Farrell moved to approve the interlocal agreement with the Utah State Tax Commission. Council Member Gonzales seconded the motion. Motion carried. Unanimous decision by council present.

 

DISCUSSION AND/OR APPROVAL ON YOUTH COUNCIL.

 

This item will be rolled over to the next meeting.

 

 

DISCUSSION ON WATER LINE PROJECT.

 

Council Member Welch presented the council with pictures of the pipeline that will be replaced this summer.  Mr. Welch told the council that the project is a week behind schedule.  Both grants are in place and to patch the pipeline at this point would be a waste of money.  Council agreed to wait for the repair on the pipeline project as scheduled.

 

 

PLANNING AND ZONING ISSUES.

 

Planning and Zoning will hold a public hearing on June 23, 2004.

 

 

 

EXECUTIVE SESSION ON PERSONNEL ISSUES.

 

Council Member Gonzales moved to go into executive session. Council Member Mascaro seconded the motion. Motion carried. Unanimous decision by council present.

 

 

 

Council Member Welch moved to go adjourn the executive session. Council Member Mascaro seconded the motion. Motion carried. Unanimous decision by council present.

 

 

 

 

Council Member Mascaro moved to reduce the museum clerk to one day a week for summer hours and no hours in the winter months. Council Member Welch seconded the motion. Motion carried. Farrell, Welch and Mascaro voting yes and Gonazles abstaining.

There being no further business Council Member Mascaro moved to adjourn the meeting.  Council Member Welch seconded the motion.  Motion carried. Unanimous decision by council present to adjourn the meeting.
