The regular meeting of the Helper City Council was called to order by Mayor Bonacci at 6:00 p.m.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was said in the Redevelopment meeting.
PUBLIC COMMENTS: PUBLIC COMMENTS: As there was no one present who wished to discuss any non-agenda items with the council, the meeting proceeded as outlined
APPROVAL OF MINUTES
– April 15, 2004
Council Member Buchanan moved to approve the corrected
minutes of April 15 2004. Council Member Welch seconded the motion. Motion
carried. Unanimous decision by council present.
HELPER RECREATIONAL
COMMITTEE.
Bianca Dumas presented a proposal for a new pool and play ground equipment with a mining theme. Ms. Dumas explained that all money will come from grants. The proposal pool and equipment will cost about $800,000. The committee would like the support of the council to proceed with grant applications.
Council Member Buchanan moved to support the Helper
Recreational Committee. Council Member Mascaro seconded the motion. Motion
carried. Unanimous decision by council present.
Council Member Farrell moved to purchase sod and
sprinklers for Castle Gate Park. Council Member Welch seconded the motion.
Motion carried. Unanimous decision by council present.
MIKE DALPIAZ ON WATER
AND ELECTRIC RATES.
Mr. Dalpiaz questioned the council about the new water and electric rates. Mr. Dalpiaz felt the rates were too high and explained why he felt that way.
DISCUSSION AND/OR
APPROVAL ON ORDINANCE 2004-9 TO AMEND PROVISIONS FOR RECREATIONAL VEHICLES.
Council Member Buchanan moved to adopt Ordinance 2004-9 to amend provisions for recreational vehicles. Council Member Welch seconded the motion. The Council roll call vote is as follows: Council Members Buchanan, Farrell, Welch, Mascaro in favor with no one in opposition Ordinance 2004-9 passed by a unanimous roll call vote.
DISCUSSION AND/OR
APPROVAL ON RECREATIONAL BEER LICENSE FOR AMERICAN LEGION BALL.
Council Member Mascaro moved to approve the recreational
beer license for American Legion Ball. Council Member Welch seconded the
motion. Motion carried. Unanimous decision by council present.
DISCUSSION AND
APPROVAL ON TENTATIVE BUDGET 2004-2005 AND SCHEDULE PUBLIC HEARING.
After some discussion the council agreed to meet on June 3, 2004 in a work meeting to balance the budget. Mayor Bonacci told the council to come with some ideas on increasing revenue and cutting expenditures.
Council Member Buchanan moved to approve the tentative
budget with the situation that the corrections will be made to bring it into
balance. Council Member Welch seconded the motion. Motion carried. Unanimous
decision by council present.
DISCUSSION AND/OR
APPROVAL ON DIAMANTI BILLBOARD AGREEMENT.
Attorney Strate told the council that Mr. Diamanti requested the billboard agreement be change to reflect a company name change and a few small details.
Council Member Mascaro moved to allow Attorney Strate
make the changes to the Diamanti billboard agreement. Council Member Buchanan
seconded the motion. Motion carried. Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL ON OVERTIME ISSUES.
Mayor Bonacci asked the council if policy on overtime should be changed. Currently overtime is paid with sick time and vacation time included in time worked.
Council Member Buchanan moved to table this issue for
further review. Council Member Farrell seconded the motion. Motion carried.
Unanimous decision by council present.
PLANNING AND ZONING
ISSUES.
City Recorder Skerl informed the council on the progress with the annexation policy.

There being no further business Council Member Mascaro moved to adjourn the meeting. Council Member Welch seconded the motion. Motion carried. Unanimous decision by council present to adjourn the meeting.
