The regular meeting of the Helper City Council was called to
order by Mayor Bonacci at
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Bonacci.
PUBLIC COMMENTS: As there was no one present who wished to discuss any non-agenda items with the council, the meeting proceeded as outlined.
APPROVAL OF MINUTES
–
Council Member Mascaro moved to approve the minutes of
October 21, 2004. Council Member Welch seconded the motion. Motion carried.
Unanimous decision by council present.
SOUTHEASTERN HEALTH
DEPARTMENT PRESENTATION AND APPROVAL ON
Southeastern Health Department addressed the council on the clear air act for outdoor events. The health department asked the council if they would consider having designated areas for smokers at the Art Festival, ball games etc.
The council will look into this to see if it can be done.

ANNETTE WATSON
PRESENTATION OF CASTLE COUNTRY INFO.
Annette Watson explained to the council about her website
for free information about events in the Carbon and

Mr. Pasmann, owner of the Riverside Motel, asked council for its approval on installing a 50 foot sign facing the highway. Mr. Pasmann felt that the sign would help bring travelers off the highway.
Council agreed that the sign was needed and as long as it was professionally done and engineered for wind there was no problem.

DISCUSSION ON C.I.B MONEY AND PROPOSAL ON DESIGN WORK FOR MUSEUM RENOVATIONS.
Mr. Jensen was not present so Mayor Bonacci presented the proposal for Mr. Jensen. Mayor Bonacci told the council that the C.I.B. granted the museum $250,000 for the elevator. Mr. Jensen would like to do the design work for the renovation working with the state architect this would save the city money by contracting him to do the work.
Council agreed the allow Mr. Jensen to do the design work.
DISCUSSION
AND/OR APPROVAL ON GARBAGE INCREASE OF .05 PER CONTRACT.
Council Member Gonzales moved to approve the final
increase of .05. Council Member Mascaro seconded the
motion. Motion carried. Unanimous decision by council
present.
DISCUSSION
AND/OR APPROVAL ON ELECTRIC METER READER ISSUE.
Council Member Farrell moved to approve Justin Bosone to read all meters for the amount of $600 per month.
Council Member Gonzales seconded the motion. Motion carried. Unanimous
decision by council present.
BUDGET
REVIEW.
Mayor Bonacci asked if there were
any questions or comments concerning the quarterly print out of the
budget. There were no comments.
PLANNING
AND ZONING ISSUES.
Nothing to report.
ADJOURNMENT:
There being no further business Council Member Mascaro moved to adjourn the meeting. Council Member Welch seconded the motion. Motion carried. Unanimous decision by council present to adjourn the meeting.
