MINUTES OF THE HELPER CITY COUNCIL MEETING

The regular meeting of the Helper City Council was called to order by Mayor

 Dalpiaz at 6:00 p.m.

 

 

 

 

APPROVAL OF MINUTES – August 3, 2006.  

 

Council Member Armstrong moved to approve the corrected minutes of August 3, 2006. Council Member Buchanan seconded the motion, motion carried. Unanimous decision by council present.   

 

 

 

DISCUSSION AND/OR APPROVAL ON RECOMMENDATION FROM PLANNING AND ZONING ON W.W. CLYDE EXCAVATION AND GRAVEL REMOVAL ON HOGGATT PROPERTY.

 

W.W. Clyde has decided to move the excavation location to the Utah Railway yard which is zoned for this type of activity. There was no discussion or vote from the council.

 

DISCUSSION AND/OR APPROVAL ON TRANSFER OF SEWER LINE SOUTH OF HELPER CITY LIMITS.

Mayor Dalpiaz stated that two days before our meeting he proposed to PRWID to take over the line it was voted on and passed 3-2 on August 1, 2006. Mayor Dalpiaz explained that it was too late to put this item on our agenda for August 3 so this action needs to be ratified.  The line runs from Birch Street to about ½ mile to the south of Helper.  City Attorney Strate will draw up the papers necessary for the transfer for the Mayor to sign.

 

Council Member Jones moved to abandon the line and ratify the Mayors action to transfer the line to Price River Water District. Council Member Buchanan seconded the motion, motion carried. Roll Call vote went as follows: Buchanan, Farrell, Mascaro, Armstrong and Jones all voting yes.   

 

DISCUSSION AND/OR APPROVAL ON RELOCATION OF POWER LINES FOR HIGHWAY 6 PROJECT.

 

Council Member Buchanan informed the council that U.D.O.T. did not put the relocation of Helper’s electrical lines in the bid for the overpass.  U.D.O.T. will be getting a proposal together for the council to look over. 

 

DISCUSSION AND /OR APPROVAL ON PLANNING AND ZONING RESEARCHING AND IMPLEMENTING CONDITIONAL USE PERMITS.

 

Council Member Buchanan moved to approve have planning and zoning pursue conditional use permits. Council Member Mascaro seconded the motion, motion carried. Unanimous decision by council present.   

 

DISCUSSION AND/OR APPROVAL ON SWIMMING POOL PROJECT.

 

Council Member Armstrong gave an update on the cement work on the pool.

There being no further business Council Member Buchanan moved to adjourn the meeting.  Council Member  Mascaro seconded the motion.  Motion carried. Unanimous decision by council present to adjourn the meeting.
