MINUTES OF THE HELPER CITY COUNCIL MEETING

The regular meeting of the Helper City Council was called to order by Mayor

 Dalpaiz at 6:00 p.m.

 

APPROVAL OF MINUTES – July 6, 2006.        

 

Council Member Buchanan moved to approve the minutes of July 6, 2006. Council Member Mascaro seconded the motion, motion carried. Unanimous decision by council present.   

 

DISCUSSION AND/OR APPROVAL ON HOGGATT PROPERTY FOR GRAVEL PIT.

 

Brent Sumion from W.W. Clyde did a power point presentation on the removal of dirt and rock from Mr. Hoggatt’s property.  W.W. Clyde is planning to have a crusher and will be removing dirt and rocks from Mr. Hoggatt’s location at 5115 North Highway 6.  Council member Farrell was concerned about how much dust the crusher may put out and the fact that this would be in city limits.  Council Member Armstrong pointed out the location was not zoned for the purpose of a gravel pit and asked about state permits. 

 

 

 

Council Member Buchanan moved to have the Planning and Zoning Board review the plans and make a recommendation to the council. Council Member Farrell seconded the motion, motion carried. Unanimous decision by council present.   

 

DISCUSSION AND /OR APPROVAL ON ORDINANCE 2006-6 POLICE REPORT FEES.

 

Council Member Buchanan moved to approve Ordinance 2006-6 increasing the police report fees. Council Member Mascaro seconded the motion. The Council roll call vote is as follows: Council Members Buchanan, Farrell, Mascaro, Armstrong and Jones in favor with no one in opposition Ordinance 2006-6 passed by a unanimous roll call vote. 

   

 

DISCUSSION AND/OR APPROVAL ON ORDINANCE 2006-7 AMENDING 2004-4 RIGHT OF ACCESS IN POLICE POLICIES AND PROCEDURES.

 

Council Member Buchanan moved to approve Ordinance 2006-7amending 2004-4 right of access. Council Member Mascaro seconded the motion. The Council roll call vote is as follows: Council Members Buchanan, Farrell, Mascaro, Armstrong and Jones in favor with no one in opposition Ordinance 2006-7 passed by a unanimous roll call vote. 

 

DISCUSSION AND/OR APPROVAL ON ORDINANCE 2006-8 AMENDING 2002-6 INTERFERENCE WITH ELECTRICAL SYSTEMS.

 

Council Member Buchanan moved to approve Ordinance 2006-8 amending 2002-6 interference with electrical systems. Council Member Mascaro seconded the motion. The Council roll call vote is as follows: Council Members Buchanan, Farrell, Mascaro, Armstrong and Jones in favor with no one in opposition Ordinance 2006-8 passed by a unanimous roll call vote. 

 

DISCUSSION AND/OR APPROVAL SWIMMING POOL PROJECT AND PROJECT MANAGER.

 

Council Member Armstrong told the council that the soil at the pool had to be replaced.  To change out the soil the cost is approximately $41,518.00  Council Member Armstrong would like to have permission to look this over and see if there are other options and approve this change order.

   

Council Member Buchanan moved to give Council Member Armstrong permission to approve change order in the amount of $41,518. Council Member Farrell seconded the motion, motion carried. Buchanan, Farrell, Mascaro and Jones all voting yes with Armstrong abstaining.

There being no further business Council Member Buchanan moved to adjourn the meeting.  Council Member Armstong seconded the motion.  Motion carried. Unanimous decision by council present to adjourn the meeting.
