The regular meeting of the Helper City Council was called to order by Mayor
Dalpaiz at 6:05 p.m.
APPROVAL OF MINUTES –
June 1, 2006.
Council Member Mascaro moved to approve the minutes of
June 1, 2006. Council Member Buchanan seconded the motion, motion carried.
Unanimous decision by council present.
PUBLIC HEARING ON
ADOPTING RESOLUTION 2006-10 BUDGET FOR 2006-2007 AND ADOPTION OF RESOLUTION
2006-11 AMENDING THE BUDGET FOR 2005-2006.
Council Member Mascaro moved that the Public Hearing be
held to receive comments on the Budget 2006-2007 and Budget Revision for
2005-2006. Council Member Buchanan seconded the motion. Motion carried.
Unanimous decision by council present. Mayor Dalpiaz opened the Public Hearing
at 6:10 p.m. There being no comments Council Member Buchanan moved the Public
Hearing be closed and that Resolution 2006-10 and 2006-11 be approved with
certified tax rate to be determined by county. Council Member Mascaro seconded
the motion. The Council roll call vote is as follows: Council Members Buchanan,
Farrell, Mascaro, Armstrong and Jones in favor with no one in opposition
Resolution 2006-10 and 2006-11 passed by a unanimous roll call vote. Public Hearing closed at 6:12 p.m.
Council Members Jones and Armstrong questioned the revenues and budget in the water department. City Recorder Skerl explained the higher revenues was put in as per the council recommendation to balance the budget. City Recorder Skerl told the council that the current budget would change once the certified tax rate was sent by the county and this needed to be approved with the budget at this time.
DISCUSSION AND/OR
APPROVAL ON LOCAL CONSENT AND BEER LICENSE FOR HELPER ARTS FESTIVAL.
Council Member Jones moved to approve the beer license
and local consent for the Helper Arts Festival on the condition that Melanie
Steele puts her name on the beer license. Council Member Mascaro seconded the
motion, motion carried. Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL SWIMMING POOL PROJECT AND PROJECT MANAGER.
Council Member Armstrong told the council that the Special Service District recommended the hiring of a project manager that would look out for the cities interest. The Special Service District may help finance the project manager if needed.
Council Member Armstrong moved to advertise for a Helper
City project manager. Council Member Farrell seconded the motion, motion
carried. Unanimous decision by council present.
Council Member Jones moved to appoint Council Member
Armstrong interim for the pool project with authority to make decisions up to
$10,000. Council Member Farrell seconded the motion, motion carried. Buchanan,
Farrell, Mascaro and Jones all voting yes with Armstrong abstaining.
DISCUSSION AND/OR APPROVAL ON THE HIRING OF TAMI SACCOMANO FOR
VOLUNTEER FIRE DEPARTMENT.
Council Member Mascaro moved
to approve the hiring of Tami Saccomano Council Member Jones seconded the
motion, motion carried. Unanimous decision by council
DISCUSSION AND/OR
APPROVAL ON CLASS ACTION AGAINST POLICE VEST COMPANY.
Council Member Buchanan moved to approve class action
lawsuit against Point Blank for faulty police vest. Council Member Mascaro
seconded the motion, motion carried. Unanimous decision by council present.
ADJOURNMENT:
There being no further business Council Member Armstrong moved to adjourn the meeting. Council Member Mascaro seconded the motion. Motion carried. Unanimous decision by council present to adjourn the meeting.
