The regular meeting of the Helper City Council was called to order by Mayor
Dalpaiz at 6:00 p.m.
APPROVAL OF MINUTES –
April 20, 2006.
Council Member Buchanan moved to approve the minutes of
April 20, 2006. Council Member Mascaro seconded the motion, motion carried.
Unanimous decision by council present.
JEFF CISNEROS ON
LEGION FIELD.
Mr. Cisneros gave the council an update on the legion games and what was planned for this season.
DISCUSSION AND/OR
APPROVAL SWIMMING POOL PROJECT.
Helper Development Committee has applied for three different grants to help with the cost of the pool.

APPROVAL ON WATER RATES.
Council Member Jones would like to set the price at $21.50 for 8 thousand gallons. This would be the best for the budget and also gives the citizens some gallons for their money. Council Member Jones also felt that people would use the water to water lawns. Council Member Armstrong would like to see an assistants program in place for the residents that need help with paying their bills. Mayor Dalpiaz gave the council some figures of what the springs are producing. Mayor Dalpiaz doesn’t feel we are using enough water and it’s going down the river. Mayor Dalpiaz also stated that the fixed income residents will not be able to make it.
Council Member Jones moved to have a Resolution written
up for water rates with $21.50 for 8 thousand gallons. Council Member Farrell
seconded the motion, motion carried. Unanimous decision by council
present.

APPROVAL ON INSURANCE.
There was no discussion on this item.
DISCUSSION AND/OR
APPROVAL ON CARBON COUNTY RECREATION FEE.
Council Member Mascaro explained that the rate for Carbon County Recreation has increased from $3300 to $3630 for the year. Council Member Mascaro stated that they are trying to get more programs in Helper. The programs need participation you can not run a program with just two people. Council Member Mascaro went through all the activities in Helper and is willing to bring any ideas back to the Recreation board.
Council Member Armstrong moved to approve payment to
Carbon County Recreation in the amount of $3630. Council Member Jones seconded
the motion, motion carried. Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL ON HIRING OF POLICE OFFICER.
Council Member Buchanan moved to approve the hiring of
Stephen Boyer as the new police officer. Council Member Mascaro seconded the
motion, motion carried. Unanimous decision by council present.
DISCUSSION AND APPROVAL ON TENTATIVE BUDGET.
Council Member Farrell moved to approve the tentative
budget. Council Member Mascaro seconded the motion, motion carried. Unanimous
decision by council present.
ADJOURNMENT:
There being no further business Council Member Buchanan moved to adjourn the meeting. Council Member Mascaro seconded the motion. Motion carried. Unanimous decision by council present to adjourn the meeting.
