MINUTES OF THE HELPER CITY COUNCIL MEETING

The regular meeting of the Helper City Council was called to order by Mayor Dalpiaz at 6:00 p.m.
APPROVAL OF MINUTES –
November 2, 2006.
Council Member Jones moved to approve the minutes of November
2, 2006. Council Member Mascaro
seconded the motion, motion carried. Unanimous decision by council
present. Council members Buchanan and
Armstrong were not in attendance for this motion.
K.C. WILLIAMS ON
GRAVEL PIT.
Mr. Williams again complained about fugitive dust from the gravel pit. Council Member Farrell told the council and Mr. Williams that the rock crusher and stock piles will be moved, the operation is over so there should be no more problems. Mr. Williams was concerned about the drainage ditch getting cleaned out. The council will have the Public Works director look at it.
DISCUSSION AND/OR
APPROVAL ON RAISE FOR PUBLIC WORKS EMPLOYEE.
Mayor Dalpiaz told the council that we needed to raise this employee wages or there is a good chance of losing him. He is going to get his certification in water and he is doing a great job. Council Member Jones suggested that we give him a raise of $2.50 and after his six months probation is over give him a $1.84 raise which will bring him up to the prior employee’s wages. This will start on November 19, 2006.
Council Member Armstrong moved to approve the $2.50 raise
now and $1.84 when the probation period is up for Armand Clark Pierucci.
Council Member Mascaro seconded the
motion, motion carried. Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL RESOLUTION 2006-12 AMENDING ELECTRICAL DEMAND CHARGES.
Council Member Jones moved to table this Resolution until
more information can be obtained. Council Member Farrell seconded the motion,
motion carried. Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL ON ORDINANCE 2006-11 GOVERNING WORK BY CITY EMPLOYEES ON PRIVATELY
OWNED PROPERTY.
Council Member Armstrong presented an informal Ordinance on City employees doing work on private property without council knowledge or approval. The ordinance only allows city employees to work on property that is city related such as fire or police actions, reading meters, etc. Dave Dornan addressed the council with complaint that city workers cut down a tree on private property and was not using it for the city Christmas tree.
Council Member Jones moved to have Attorney Strate
prepare a correct Ordinance for the next meeting. Council Member Farrell
seconded the motion, motion carried. Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL ON TEMPORARY LIBRARY HELP.
Council Member Armstrong asked council if the Library could hire some temporary help for the Christmas holiday, the current employee will be leaving for Christmas vacation. This would only be for about a month.
Council Member Mascaro moved to approve hiring a
temporary library help. Council Member Jones seconded the motion, motion
carried. Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL ON SWIMMING POOL PROJECT.
Council Member Farrell told the council that some pool passes were being donated to generate some interest in the pool. They would like to donate about 10 passes altogether.
Council Member Farrell moved to allow 10 Season pool
passes to be donated. Council Member Mascaro seconded the motion, motion
carried. Unanimous decision by council present.
Council Member Armstrong moved to allow the Helper
Development Committee to apply to the Restaurant Tax Commission for more
funding for the pool. Council Member Jones seconded the motion, motion carried.
Unanimous decision by council present.
EXECUTIVE SESSION ON
PERSONNEL ISSUE.
Council Member Buchanan moved to executive session.
Council Member Farrell seconded the motion, motion carried. Unanimous decision
by council present.
ADJOURNMENT:
There being no further business Council Member Armstrong moved to adjourn the meeting. Council Member Jones seconded the motion. Motion carried. Unanimous decision by council present to adjourn the meeting.
