The regular meeting of the Helper City Council was called to order by Mayor Dalpiaz at 6:00 p.m.
APPROVAL OF MINUTES –
October 5, 2006.
Council Member Buchanan moved to approve the minutes of October
5, 2006. Council Member Jones seconded the motion, motion carried. Unanimous
decision by council present. Council
Member Armstrong was not present for this vote.
PUBLIC HEARING ON
C.I.B. GRANT APPLICATION FOR NEW FIRE TANKER TRUCK IN THE AMOUNT OF $215,000.
Council Member Buchanan moved to open the Public Hearing to
receive comments on applying for a grant in the amount of $215,000 to the
Community Impact Board for a new fire truck. Council Member Mascaro seconded
the motion. Motion carried. Unanimous decision by council present. Mayor
Dalpiaz opened the Public Hearing at 6:05 p.m. There being no comments Council
Member Buchanan moved the Public Hearing be closed and that the City proceed to
apply for the grant. Council Member Mascaro seconded the motion. Motion carried.
Unanimous decision by council present. Public Hearing closed at 6:10 p.m.
K.C. WILLIAMS ON
GRAVEL PIT.
Council Member Farrell reported to the council as the mediator, he had talked to Mr. Williams and several State agencies had been down and tested and found nothing out of compliance. Attorney Strate could not see anything within our ordinances that would show W.W. Clyde out of compliance. Mr. Williams was still concerned about fugitive dust. There was also some concern that the stock pile was to close to the power lines. Jason Whitman, W.W. Clyde, explained that they are working with Utah Power on that issue, he also talked all the drivers about the jake brake noise and hopefully this issue is taken care of. Mr. Willaims told the council that he had appreciated the help in this matter.
P.J. JENSEN MUSEUM UPDATE.
Mr. Jensen told the council they would like to have the plans for the museum addition redrawn to update them to 2006. The cost would be about $20,000 and this would eliminate walls and this would include a structural engineer. The building board wanted just a shell built instead of a complete building; this way the construction could get started with the money that had been promised. Mr. Jensen gave the council a schedule that they hope to follow however, the building would not be started until the money is in hand. The committee is planning to start the project by March 2007. Council Member Armstrong requested a written cost estimate on the redesign for the building.
Council Member Mascaro moved to do a cost analysis for the
engineering and redesign. Council Member Buchanan seconded the motion, motion
carried. Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL ON SWIMMING POOL PROJECT.
Council Member Armstrong said the work on the pool is right on schedule however, the power needs to be done.
Council Member Jones moved to allow Council Members
Armstrong and Buchanan to go ahead with what electric is necessary for the
pool. Council Member Mascaro seconded the motion, motion carried. Unanimous
decision by council present.

There being no further business Council Member Buchanan moved to adjourn the meeting. Council Member Armstrong seconded the motion. Motion carried. Unanimous decision by council present to adjourn the meeting.
