The regular meeting of the Helper City Council was called to order by Mayor Dalpiaz at 6:00 p.m.
APPROVAL OF MINUTES –
April 5, 2007.
Council Member Jones moved to approve the minutes of
April 5, 2007. Council Member Farrell seconded the motion, motion carried.
Unanimous decision by council present.
RICHARD SHAW PRESENTATION OF POOL DONATIONS.
Richard Shaw from Sun Advocate presented check to Helper City for $860.00 from public donations advertised in Sun Advocate.
ARTS FESTIVAL
COMMITTEE DISCUSSION AND/OR APPROVAL ON STAGE INPROVEMENTS.
Dave and Marilou Dornan gave an update on Arts Festival is now classified as a 501-C3 non-profit. Approximate cost of new stage will be $10,000. Meeting being held on Monday April 23, 2007 with Brian Wing to begin stage construction upgrade.

APPROVAL ON ORDINANCE 2007-02 AMENDING ANIMAL CONTROL.
Council Member Jones moved to approve Ordinance 2007-02 amending animal control. Council Member Mascaro seconded the motion. The council roll call vote is as follows: Council Members Farrell, Mascaro, Armstrong and Jones all in favor Ordinance 2007-02 passed by unanimous roll call vote.
DISCUSSION AND/OR
APPROVAL ON BUSINESS LICENSE FOR MARX SMALL ENGINE REPAIR.
Council Member Armstrong told the council that the business license application
for Marx Small Engine Repair had been reviewed by the Planning and Zoning Committee on April 18 and was rejected because of Ordinance No. 11-3-318 home occupation.
Council Member Farrell moved to deny the business license
for Marx Small Engine Repair. Council Member Armstrong seconded the motion,
motion carried. Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL ON MUSEUM ARHITECT.
P.J. Jensen recommendation to accept Ridgeline Design Architect for the Museum Expansion project. Amended bids were received with Ridgeline lowering their first bid from $39,500.00 to $39,000.00.
Council Member Mascaro moved to accept Ridgeline as Architect for Museum project at bid of $39,000.00. Council Member Armstrong seconded the motion, motion carried. Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL ON RAISES FOR ALL DEPARTMENTS.
Mayor Dalpiaz told the council that at the last meeting raises for all Helper City employees was requested by Council Member Farrell. Council Member Farrell would like to see the Police Department get a $1.00/hr. raise because he feels that they are well certified in their department. He stated that at the last council meeting a public works employee received $1/hr. increase for getting his water certification. Mayor Dalpiaz was concerned on available monies in current budget year.
Council Member Farrell moved to approve the $1.00 hr.
raise for all full time police officers.
Council Member Jones seconded the motion, Council Member Farrell,
Armstrong, Jones all voting yes and Council Member Mascaro voting no, motion
carried.
DISCUSSION ON STREET
EXCAVATION PERMITS.
Council Member Jones discussion on 30 day cash only deposits for excavation permits. Council Member Jones and Attorney Strate will review permit and draw up legal document and bring back to council for review.
DISCUSSISON AND/OR APPROVAL ON HIRING SEASONAL WORKERS AND POOL
EMPLOYEES.
Council Member Armstrong told the council that he would like to hire seasonal pool employees Jody Cloward/Pool Manager at $10.00/hr. Erin Cox/Aquatic person at $8.50 hr. Derick Callor, Jacob Callor and Annaliese Houghton for
lifeguards at $6.50 hr.
Council Member Jones moved to approve hiring of seasonal
pool employees Jody Cloward, Erin Cox, Derick Callor, Jacob Callor and
Annaliese Houghton. Council Member
Armstrong seconded the motion, motion carried. Unanimous decision by council
present.
DISCUSSION AND/OR APPROVAL ON SWIMMING POOL PROJECT.
Council Member Armstrong update on pool project being on schedule and planning opening Memorial Day weekend.

There being no further business Council Member Armstrong moved to adjourn the meeting. Council Member Mascaro seconded the motion. Motion carried. Unanimous decision by council present to adjourn the meeting.
