The regular meeting of the Helper City Council was called to order by Mayor Mike Dalpiaz at 6:00 p.m.
APPROVAL OF MINUTES
December 6, 2007
Council Member Jones moved to approve the minutes of
December 6, 2007. Council Member Mascaro seconded the motion. Motion Carried. Buchanan, Farrell, Jones and Armstrong all voting yes.
BECKY COLOMBO HEALTH
DEPARTMENT AWARD.
Mrs. Colombo was not present.
MELANIE STEELE
DISCUSSION ON PROPERTY LOCATED ON 1ST WEST.
Melanie and Ben Steele showed the council a completed survey of the property on 1st West. The survey showed that part of the Museum display was encroaching on the Steele’s property and the Steele’s garage was encroaching on the cities property. The Steele’s proposed to the city that an exchange be made for the Museum encroachment and the Steele’s would purchase at fair market value, the rest of the property from the city.
Council Member Armstrong moved to declare that the city property
at 240 1st West is of no value except to the Museum and the
residents at 242 and 252 1st West. Council Member Buchanan seconded
the motion. Buchanan, Farrell, Mascaro,
Armstrong and Jones all voting yes.
Council Member Jones moved to sell and trade the property
for current market value providing the Steele’s will bring in the legal descriptions
and have a title search done. Council Member Buchanan seconded the motion. Buchanan, Farrell, Mascaro, Armstrong and
Jones all voting yes.
ANTOINETTE POWELL AND
HEELE MASCARO FROM EUA ON RENTAL ON RIO THEATER.
Antoinette Powell asked the council if her cheerleading group could practice in the Rio Theater. Ms Powell told the council that she has liability insurance to cover the cheerleaders. Council Member Armstrong asked if the Helper Auditorium would be better than the Rio Theater. Mayor Dalpiaz asked how many days a week would they be practicing. Ms. Powell’s answer was two days a week for four hours and only in the winter time.
Council agreed that the group could use the Auditorium.

APPROVAL ON BUSINESS LICENSE FOR ADAM PILLING,
PERFORMANCE
AUTOMOTIVE AND DRIVESHAFT AT 15 NORTH MAIN.
Council Member Farrell moved to approve a business
license for Performance Automotive and Driveshaft at 15 North Main. Providing
that all cars are kept behind the fence and everything is kept clean . Council
Member Buchanan seconded the motion. Buchanan,
Farrell, Mascaro, Armstrong and Jones all voting yes.
DISCUSSION AND/OR
APPROVAL ON ORDINANCE NO. 2007-5 MEETING DATES FOR 2008.
Council Member Jones moved to adopt Ordinance No. 2007-5
meeting dates for 2008. Council Member
Mascaro seconded the motion. The
Council roll call vote is as follows: Council Members Buchanan, Farrell,
Mascaro, Jones and Armstrong in favor with no one in opposition Ordinance
2007-5 passed by a unanimous roll call vote.

APPROVAL ON AWARDING BID FOR THE COLTON WATER PROJECT.
Council Member Jones moved to award the bid for the
Colton Water Project to CK
Construction. Council Member Farrell seconded the motion. Buchanan, Farrell, Mascaro, Armstrong and
Jones all voting yes.
DISCUSSION AND /OR
APPROVAL ON CARPET FOR RENTAL BUILDING AT 69 SOUTH MAIN.
This item will be rolled over until Attorney Strate puts this on the agenda.

APPROVAL ON KEY BANK LEASE.
Council Member Jones moved to have Attorney Strate talk
to Key Bank, see if they would like to buy the property. Council Member
Buchanan seconded the motion. Buchanan,
Farrell, Mascaro, Armstrong and Jones all voting yes.
DISCUSSION AND/0R
APPROVAL ON BOYACK RIGHT-A-WAY.
Council Member Jones moved to give Mayor Dalpiaz and Attorney
Strate the power to negotiate with Mr. Boyack. Council Member Mascaro seconded
the motion. Buchanan, Farrell, Mascaro,
Armstrong and Jones all voting yes.
DISCUSSION AND/OR
APPROVAL ON HIRING POLICE OFFICER.
Council Member Farrell moved to give Mayor Dalpiaz and
Chief Zamantakis the right to hire a police officer. Council Member Buchanan
seconded the motion. Buchanan, Farrell,
Mascaro, Armstrong and Jones all voting yes.
DISCUSSION AND/OR
APPROVAL ON EMPLOYEES VACATION TIME.
Mayor Dalpiaz told the council that if an employee is on vacation and is called in on an emergency the employee should have the option of carrying over their vacation day or getting the overtime. Council Member Jones also stated that employees are only allowed to carry over 10 vacation days at the end of the year.
Council Member Armstrong moved to have Attorney Strate
draft an ordinance that if an employee is called out on an emergency the
employee can file on the vacation day to carry over until the next year.
Council Member Mascaro seconded the motion.
Buchanan, Farrell, Mascaro, Armstrong and Jones all voting yes.
UNFINISHED BUSINESS:
(A) SOLAR LIGHT FOR
BILLBOARD:
Council Member Mascaro is stilling looking into the solar lighting.
ADJOURNMENT:
There being no further business Council Member Mascaro moved to adjourn. Council Member Armstrong seconded the motion. Buchanan, Farrell, Mascaro, Jones and Armstrong voting yes. Meeting adjourned.
