MINUTES OF THE HELPER CITY COUNCIL MEETING

The regular meeting of the Helper City Council was called to order by Mayor Dalpiaz at 6:00 p.m.

 

 

 

APPROVAL OF MINUTES – February 1, 2007. 

 

Council Member Mascaro moved to approve the minutes of February 1, 2007. Council Member Farrell seconded the motion, motion carried. Unanimous decision by council present. 

 

JEFF CISNEROS ON AMERICAN LEGION FIELD.

 

Jeff Cisneros told the council that this year he was planning on a kick off tournament for June 7,8,9,10.   Last year the car show was planned on the dates that had been set for the tournament, so this year it will before the car show.  Mr. Cisneros stated that last year there were some schedule and maintenance problems the Babe Ruth League.  The council told Mr. Cisneros that he would have control over all events at the field.  Mr. Cisneros has put countless hours in repairs and upgrades for the field.  He has also raised money for all the upgrades at no cost to the city, stated Council Member Mascaro.

 

 

KEN KIRKWOOD UPDATE ON MOTOR CROSS RACE.

 

Mr. Kirkwood told the council that he was moving forward on having the race on June 2, 2007 starting in Helper.   Mr. Kirkwood asked the council for some overnight parking permits for the park area.   The council told Mr. Kirkwood that the permits would not be a problem and would like to have a parade to kick-off the race.   Mayor Dalpiaz told Mr. Kirkwood to meet with Council Member Mascaro to help with the route to take for the race.   Mr. Kirkwood also asked if he could get some food vendors up to the park.  The council asked that he check with the local food vendors first before going out of the area.

 

Council Member Jones moved to approve the overnight camping permits from May 30 to June 4. Council Member Mascaro seconded the motion, motion carried. Unanimous decision by council present. 

 

K.C. WILLIAMS ON W.W. CLYDE’S STOCK PILE ON 10TH NORTH.

 

Mr. Williams complained again about the dust and the storm drains filling up with slit from the stock pile.  Mr. Williams stated that the pile has not been watered down for a number of months and W.W. Clyde has not done anything to clean up his home and had promised that the pile would be gone by November.   Council Member Farrell will be looking into the problem.

 

GRANT HOWELL ON WATER.

 

Mr. Howell felt that the recent price change on the water was unfair in terms of paying off the Rio Theater debt.  Some would be paying more than others and he would like to see a flat fee on the bills of $4.35 to take care of the debt.  The council did not rescind their motion on raising the water and electric prices.

 

DISCUSSION AND/OR APPROVAL ON CONSTRUCTION OF NORTH BILLBOARD. 

 

This item was rolled over until next meeting when the bid for the billboard would be available.

 

DISCUSSION AND/OR APPROVAL ON PURCHASING NEW FIREARMS FOR POLICE DEPARTMENT.

 

Council Member Mascaro moved to approve the purchase of the firearms for the police department, the cost is covered by a grant. Council Member Farrell seconded the motion, motion carried. Unanimous decision by council present. 

 

 

 

DISCUSSION AND/OR APPROVAL ON SEWER AND WATER LINE ON NORTH MAIN.

 

Council Member Jones told the council he was concerned about the water and sewer line that crosses the north main intersection.   In the plans for the new overpass it looks like the sewer line was to be moved and replaced.  The representative from Utah Department of Transportation (U.D.O.T) stated that the line would not be replaced because it is an illegal connection.   The water line runs above the sewer line in the same trench.  Mayor Dalpiaz explained that years ago that type of connection was legal, now it is not.  The sewer line must be at least 10 feet from a water line.    Council Member Jones told the council that he is having the line looked over with a camera to see what condition the line is in and if it will hold up under the stress of the road construction.   The council agreed to have Attorney Strate check into what was bid on for the job as far as, what lines where included to be replaced.

 

 

DISCUSSION AND/OR APPROVAL ON SWIMMING POOL PROJECT.

 

The Helper Community Development Committee had some recommendations for a job description for a pool manager.   The council reviewed the duties and agreed to start advertising for the manager and lifeguards jobs so both can get certified before the pool opens.

There being no further business Council Member Mascaro moved to adjourn the meeting.  Council Member Jones seconded the motion.  Motion carried. Unanimous decision by council present to adjourn the meeting.
