MINUTES OF THE HELPER CITY COUNCIL MEETING

Citizen: Ken Kirkwood, Delynn Fielding, Karl Kraync, Summer McBride, Mike James, Ron Mutz, Clark and Gayle Pierucci, Marie Davidson, Kelly Shinner.

 

The regular meeting of the Helper City Council was called to order by Mayor Pro Tempore Mascaro at 6:00 p.m.

 

 

APPROVAL OF MINUTES – May 17, 2007. 

 

Council Member Armstrong moved to approve the minutes of May 17, 2007. Council Member Buchanan seconded the motion, motion carried. Unanimous decision by council present. 

 

 

DELYNN FIELDING UPDATE ON B.E.A.R PROGRAM.

 

Delynn Fielding gave the council an update packet on the Business Expansion and Retention program.   Mr. Fielding showed the council the survey results with most of the businesses completed.   Mr. Fielding thanked the council for cosponsoring the business seminars held at the Helper Auditorium.  The attendance was excellent and they hope to hold another seminar soon.

 

 

KEN KIRKWOOD UPDATE ON MOTOR CROSS RACE.

 

Ken Kirkwood told the council that the race had been canceled because of permits from the B.L.M.   Mr. Kirkwood hopes to have the race from Helper to Price next year.  

 

SUMMER MCBRIDE AND MIKE JAMES ON OUTLAW CAR SHOW.

 

Summer McBride and Mike James told the council that the car show looks like it will be bigger than ever.   Mr. James was concerned if the pool was opening that weekend parking may be a problem.  Council Member Armstrong told Mr. James that the pool would not be completed by that weekend. 

 

HELPER ARTS COUNCIL UPDATE.

 

There was no one for the Arts Council present.

 

 

DISCUSSION AND/OR APPROVAL ON BUSINESS LICENSE FOR JALYNN’S BARBER SHOP AT 102 SOUTH MAIN. 

 

Council Member Jones moved to approve the business license for Jalynn’s Barber Shop.  Council Member Armstrong seconded the motion, motion carried. Unanimous decision by council present. 

 

 

DISCUSSION AND/OR APPROVAL ON AMANDA HOLLEY FOR ASSISTANT LIBRARIAN. 

 

Council Member Armstrong moved to approve the hiring of Amanda Holley for assistant librarian.  Council Member Jones seconded the motion, motion carried. Unanimous decision by council present. 

 

 

 

DISCUSSION AND/OR APPROVAL ON GRANT APPLICATIONS TO U.S.D.A.

 

This approval would be for all grants prior and the present applications for the wireless replacement and new police car and drug dog.

 

Council Member Buchanan moved to all grant applications prior and present to the U.S. D.A.  Council Member Armstrong seconded the motion, motion carried. Unanimous decision by council present. 

 

 

DISCUSSION AND/OR APPROVAL ON RESOLUTION 2007-2 SWIMMING POOL FEES.

 

 

Council Member Jones moved to approve Resolution  2007-02 on new swimming pool fees.  Council Member Buchanan seconded the motion. The council roll call vote is as follows: Council Members Buchanan, Farrell, Mascaro, Armstrong and Jones all in favor Resolution 2007-02 passed by unanimous roll call vote. 

 

 

 

CLARK PIERUCCI DISCUSSION ON FLUORIDE.

 

Mr. Pierucci handed out packets of information to the council on uses of fluoride and its effects.  Mr. Pierucci asked that the council consider taking the fluoride out of the water.  Mr. Pierucci felt that fluoride was harmful and the city was self medicating its residents.   Council Member Armstrong had printed out information that showed several well known organizations that support fluoride use.  The council felt that this item should be tabled until all facts and information could be studied.

 

 

 

 

 

DISCUSSION AND/OR APPROVAL ON SWIMMING POOL PROJECT.

 

Council Member Armstrong told the council about his concerns with the pool contractors being behind schedule. 

 

Council Member Farrell told the council that Jody Cloward was going to be our Pool Manager, but she did not pass the health certification test, which was a condition prior to her getting the job. Aaron Cox, assistant manager will be taking the test and if he passes then he will be the pool manager. 

 

Council Member Farrell  moved to have Aaron Cox become the pool manager pending him passing the health certification test and Jody Cloward was not hired as the pool manager due to her not passing the certification test.  Council Member Jones seconded the motion, motion carried. Unanimous decision by council present.

There being no further business Council Member Armstrong moved to adjourn the meeting.  Council Member Farrell seconded the motion.  Motion carried. Unanimous decision by council present to adjourn the meeting.
