MINUTES OF THE HELPER CITY COUNCIL MEETING

The regular meeting of the Helper City Council was called to order by Mayor Pro Tempore Mascaro at 6:00 p.m.

 

 

APPROVAL OF MINUTES – May 3, 2007.

 

Council Member Buchanan moved to approve the minutes of May 3, 2007. Council Member Jones seconded the motion, motion carried. Unanimous decision by council present.  Council Member Armstrong was not present at this time.

 

 

TOM BOYACK ON RIGHT-A-WAY AT THE SOUTH END OF BRYNER.  

 

Mr. Boyack showed the council the right-a-way issue with Helper City’s water and sewer lines at the South end of Bryner Street on his property.  The prior council had left the right-a-way issue in the attorney’s hands, but nothing had been resolved.  The city is still paying the Union Pacific Railroad for the right-a-way.   Council rolled this item over so Mr. Boyack and City Attorney Strate could work out a proposal.

 

 

ARTS FESTIVAL COMMITTEE UPDATES.

 

Dave Dornan told the council that there was some questionable language in the agreement that City Attorney Strate had prepared.    Mr. Dornan had concerns on the insurance requirement in the agreement between the Helper Arts Council and Helper City.   The council agreed to have City Attorney change the language and prepare a new agreement. 

 

 

HELPER ARTS COUNCIL ON RIO THEATER EVENT.

 

This item will be rolled over until next meeting so more information can be obtained.

 

 

DISCUSSION AND/OR APPROVAL ON HANDYMAN LICENSE FOR DAN TAYLOR. 

 

Council Member Jones moved to approve the handyman license for Dan Taylor.  Council Member Buchanan seconded the motion, motion carried. Unanimous decision by council present. 

 

 

DISCUSSION AND/OR APPROVAL ON HANDYMAN LICENSE FOR TRENT CARL WILBERG. 

 

Council Member Jones moved to approve the handyman license for Trent Carl Wilberg.  Council Member Buchanan seconded the motion, motion carried. Unanimous decision by council present. 

 

 

 

 

DISCUSSION AND/OR APPROVAL ON CONTRACT WITH U.D.O.T. FOR THE WATER LINE PROJECT AT COLTON.

 

Council Member Armstrong moved to have the Mayor sign the contract for the water project with the verification of the dollar amount.  Council Member Jones seconded the motion, motion carried. Unanimous decision by council present. 

 

 

 

 

 

 

 

 

DISCUSSION AND/OR APPROVAL ON SWIMMING POOL PROJECT.

 

 

Council Member Armstrong brought the council up to date on the progress of the pool construction.  Council Member Armstrong told the council that the special service district will help with the cost of the landscaping around the pool.  Council Member Armstrong also asked that there be a Board of Directors to help with the management of the pool.  Council Member Armstrong asked the council to get some recommendations for the Mayor to appoint to the board.

 

Council Member Armstrong moved to have the Mayor appoint a Board of Directors to help manage the pool.  Council Member Jones seconded the motion, motion carried. Unanimous decision by council present.

There being no further business Council Member Buchanan moved to adjourn the meeting.  Council Member Jones seconded the motion.  Motion carried. Unanimous decision by council present to adjourn the meeting.
