The regular meeting of the Helper City Council was called to order by Mayor Dalpiaz at 6:00 p.m.
APPROVAL OF MINUTES –
April 19, 2007.
Council Member Buchanan moved to approve the minutes of
April 19, 2007. Council Member Mascaro seconded the motion, motion carried.
Unanimous decision by council present.
J.J. WATERS ON EAGLE
SCOUT PROJECT AT PARK.
Eagle Scout J.J. Waters asked the council for permission to paint and replace bricks at the Lions Park.
Council Member Jones moved to approve J.J .Waters Eagle
Scout Project at the Lions Park. Council Member Buchanan seconded the motion,
motion carried. Unanimous decision by council present.
ARTS FESTIVAL
COMMITTEE UPDATES.
Marilou Kundmueller told the council that the Utah Symphony was coming to perform at the Rio Theater on October 13, 2007. Ms. Kundmueller asked if the Christmas lights on the buildings could be turned on for the night. Dave Dornan told the council that same night an exhibit of the western artist Maynard Dixon will be at the Rio. Melanie Steele asked the council for permission to apply for a grant to the Eccles Foundation since their 1053C paperwork has not come yet. Attorney Strate told the committee that with the 1053C that there may need to be an agreement between the Helper Arts Council and the Helper City. Helper Arts Council will be taking over the Arts Festival under the 1053C.

Jones moved to allow the Helper Arts Festival to apply to the Eccles Foundation
under Helper City. Council Member
Buchanan seconded the motion, motion carried. Unanimous decision by council
present.
Council Member
Buchanan moved to table agreement between the Arts Council and Helper City. Council Member Farrell seconded the motion,
motion carried. Unanimous decision by council present.
DISCUSSION AND/OR
APPROVAL ON EASEMENT FOR BRYNER PLOUTZ DITCH MEMBERS PIPE ON 1ST
AVE.
Jona Skerl asked the council on behalf of the ditch members, if Helper City would grant them an easement through the city property on 1st Ave. Council Member Jones had a problem with the pipe going through the ditch culvert, this may block run from the hill and cause flooding.
Council Member Buchanan moved to send the ditch company a
letter asking where the pipe will be going.
Council Member Mascaro seconded the motion, motion carried. Unanimous
decision by council present.
DISCUSSION AND
APPROVAL ON TENTATIVE BUDGET.
Council Member Buchanan moved to approve the tentative
budget for 2007-2008 fiscal year.
Council Member Farrell seconded the motion, motion carried. Unanimous
decision by council present.
DISCUSSION AND/OR
APPROVAL ON CONTRACT WITH U.D.O.T. FOR THE WATER LINE PROJECT AT COLTON.
Council Member Buchanan moved to table the contract until
next meeting. Council Member Farrell
seconded the motion, motion carried. Unanimous decision by council
present.
DISCUSSION AND/OR
APPROVAL ON SWIMMING POOL PROJECT.
Council Member Farrell introduced Jody Cloward, the new pool manger and Aaron Cox, the aquatic director.
Council Member Jones moved to approve the hiring of the
pool employees. Council Member Buchanan
seconded the motion, motion carried. Unanimous decision by council
present.

There being no further business Council Member Mascaro moved to adjourn the meeting. Council Member Buchanan seconded the motion. Motion carried. Unanimous decision by council present to adjourn the meeting.
