The regular meeting of the Helper City Council was called to order by Mayor Mike Dalpiaz at 6:00 p.m.

 

APPROVAL OF MINUTES OCTOBER 18, 2007

 

Council Member Jones moved to approve the minutes of October 18, 2007. Council Member Mascaro seconded the motion.  Motion Carried.  Buchanan, Farrell, Jones and  Armstrong all voting yes.

 

DELYNN FIELDING ON RESOLUTION 2007-10 AND APPLICATION FOR RECYCLING ZONE.

 

Delynn Fielding discussed requested that the council reauthorizing the 5 year contract with a 5% tax credit.  Mr. Fielding also discussed the grant for the recycling zone and requested to be put on November 18th council meeting to review for further review of the grant.

 

Council Member Jones moved to approve Resolution 2007-10. Council Member Mascaro seconded the motion.  The Council roll call vote is as follows: Buchanan, Farrell, Mascaro, Jones and Armstrong  in favor with no one in opposition Resolution 2007-10 passed by a unanimous roll call vote.

ALL STAR RENTAL ON MAINTENANCE FOR EQUIPMENT

 

Nicole Labato from All Star Rental asked the council if they would approve her business to do preventative maintenance on their own rental equipment.  Council advised Nicole that they must comply with all OSHA standards to be able to do preventative maintenance on her business property.

 

Council Member Jones moved to approve preventative maintenance on rental equipment at All Star Rental at 5115 North Hwy 6. Council Member Mascaro seconded the motion.  Motion Carried.   Buchanan, Farrell, Mascaro, Jones and Armstrong all voting yes.

 

 

LISA CHAMBERLAIN  ON PROPOSAL FOR ART WORK.

 

Lisa Chamberlain discussed with council the possibility of Helper City funding a 4 ½ ft. to 5 ft. bronze sculpture of a train engineer and her daughter being placed on Helper Main Street.  Ms. Chamberlain brought a clay model of her art work which she called Papa is Home to show the council.  Lisa had a proposal for the cost of the sculpture which was $65,000.00.   Council Member Armstrong explained to Ms. Chamberlain that the city did not have the funds to support a project like this.  Council Member Armstrong was in support of endorsing the proposed project and told her he was sure the council would support her efforts in raising money in any way they could.

  

Council Member Armstrong moved for Helper City to support the bronze sculpture that Lisa Chamberlain was requesting to place on main street.   Council Member Buchanan seconded the motion.   Buchanan, Farrell, Mascaro, Jones and Armstrong all voting yes.

 

 

DISCUSSION AND/OR APPROVAL ON BUSINESS LICENSE FOR LISA CHAMBERLAIN

 

Council Member Armstrong moved to approve the business license for Lisa Chamberlain Studio at 167 South Main.  Council Member Buchanan seconded the motion.  Buchanan, Farrell, Mascaro, Jones and Armstrong all voting yes.   

 

 

DISCUSSION AND/OR APPROVAL ON COST OF POWER FOR BILLBOARD.

 

Council Member Armstrong moved to roll item over to future meeting pending further review on original contract and research the cost of lighting for billboard.  Council Member Mascaro  seconded the motion.  Buchanan, Farrell, Mascaro, Jones and Armstrong all voting yes.

 

 

DISCUSSION AND/OR APPROVAL ON CARPET FOR BAKERY BUILDING

 

Attorney Strate discussed the 69 South Main Street property that Helper City owns.  Council Members looked over maps of the property and Attorney Strate stated that there was a question on the original deed of the property. 

 

Council Member Jones made a motion to roll item over and requested a boundary survey done on the bakery property before carpet be purchased.  Council Member Armstrong  seconded the motion.  Buchanan, Farrell, Mascaro, Jones and Armstrong all voting yes.

 

 

 

DISCUSSION AND/OR APPROVAL ON UDOT LIGHTING AGREEMENT.

 

Council Member Buchanan made a motion to roll item over pending review after the meeting with UDOT.  Council Member Armstrong seconded the motion.  Buchanan, Farrell, Mascaro, Jones and Armstong all voting yes. 

 

 

DISCUSSION ON GOLDEN RULE MISSION

 

Ben Logue from the La Porte Group presented to the council his developmental plans for the Golden Rule Mission.  Funding for the project would come from the Olene Walker Housing Trust Fund along with the LIHTC program.  Several citizens attended the meeting in support of Ben Logue.  Linda Varner from the Housing Authority in Price stated that she visited one of the properties in Salt Lake City and the building was very well maintained and she was in support of the rehabilitation project.  Barbara Dougherty Director of the Golden Rule mission stated that she was in support of project also.  The facilities would be nicer and separate bathrooms would be added.  Barbara added that warrant checks, criminal back ground checks and sexual predator checks would be done on all residents.  Computer on line access would be available 24 hours a day and they would work with residents to get permanent housing and jobs.  Larry Ganser had questions about the security in the building and asked if the Helper Police Department would be responsible for that.  Mayor Joe Piccolo stated that he has been supporting the La Porte Group at the Newhouse Hotel located in Price.  Mayor Piccolo said that this helps in the transition to end chronic homelessness and the board would be in control for 20 years with no financial burden on Helper City. 

 

Council Member Buchanan moved to have Helper City be in support of the La Porte Group project.  Council Member Armstrong seconded the motion.  Buchanan, Farrell, Mascaro, Jones and Armstrong all voting yes.

There being no further business Council Member Farrell moved to adjourn.  Council Member Mascaro seconded the motion.   Buchanan, Farrell,  Mascaro, Jones and Armstrong voting yes. Meeting adjourned.
