The regular meeting of the Helper City Council was called to order by Mayor Mike Dalpiaz at 6:00 p.m.
APPROVAL OF MINUTES
November 1, 2007
Council Member Jones moved to approve the minutes of
November 1, 2007. Council Member Armstrong seconded the motion. Motion Carried. Buchanan, Farrell, Jones and
Armstrong all voting yes.

GRANT REVIEW.
There was no discussion on this matter.
NEIDA GARCIA
DISCUSSION ON BEAUTIFICATION IN HELPER.
Neida Garcia approached the council with ideas for cleaning up the city. Ms. Garcia pointed out some places within the city that need to have weeds pulled and possible flowers planted. The entrance to our city needs to look inviting so travelers will want to stop at our city. Ms. Garcia had several ideas for the council to consider, like new flower planters downtown and on the parkway. If our committee pulls weeds and plant flowers will the city water the flowers and pick up the weeds asked Ms. Garica. The council told Ms. Garcia that the city will support her and her volunteers and help in anyway they can.
Council Member Armstrong moved to support the
beautification volunteers. Council Member Mascaro seconded the motion. Motion Carried. Buchanan, Farrell, Mascaro, Jones and Armstrong all voting yes.
ED CHAVEZ ON WATER
DAMAGE AT 341 2ND WEST.
Mr. Chavez showed pictures of water damage that had occurred in the basement of his rental home on 341 2nd West. Mr. Chavez claimed that a city water leak was the cause of the damage. The council looked over the pictures and told Mr. Chavez to give a copy of the homeowner’s insurance rejection letter to the city recorder and it would be turned over to our insurance. Mr. Chavez said he would bring the information to the City Hall.

APPROVAL ON BUSINESS LICENSE FOR PAT AND GAYLEEN KOKAL ROCKING CHAIRS ANTIQUES
AT 160 SOUTH MAIN.
Council Member Farrell moved to approve the business
license for Pat and Gayleen Kokal at 160 South Main. Council Member Mascaro
seconded the motion. Buchanan,
Farrell, Mascaro, Jones and Armstrong all voting yes.
MELANIE STEELE
DISCUSSION ON PROPERTY LOCATED ON 1ST WEST.
Melanie Steele asked the council if they would consider selling a corner of the cities property located behind 242 1st West. The council was concerned that the city would not be able to get to the mining equipment and snow plow. Ms. Steele gave each council member a plat map to show the area she would like to purchase. Ms. Steele told the council that she would like to tear down the existing homes and build one home on the property. The council would like to look into how the property was obtained by Helper City and what Ms. Steele’s plans are for the property.
Council Member Armstrong moved to table this item until
next meeting so the council could look over the piece of property Ms. Steele
wants to purchase. Council Member Jones
seconded the motion. Buchanan, Farrell,
Mascaro, Jones and Armstrong all voting yes.
REPORT FROM HELPER
ARTS FESTIVAL.
Melanie Steele gave a report on the Arts Festival and informed the council that they may have to appoint a new chairman for the Arts Festival. Ms. Steele is stepping down but is willing to help the new chairman take over. Mayor Dalpiaz told Ms. Steele he would be appointing a new Council Member to the Arts Festival to help recruit new volunteers and hopefully a new chairman.

APPROVAL ON POWER FOR BILLBOARD.
Mayor Dalpiaz told the council the cost of Utah Power to install the power was $5,000 and a $1,000 for our part of the power. Solar power $9,000 and the monthly power bill is about $400 per month. Council Mascaro had about 15 people want to bid solar power. Council Member Mascaro would like to look into more bids for the solar power. Travel council will give us $2,000 a year to have the museum put on the billboard. Council Member Mascaro will get more details and report back to the council.
Council Member Mascaro moved to investigate other solar
suppliers. Council Member
Armstrong seconded the motion. Buchanan, Farrell, Mascaro, Jones and
Armstrong all voting yes.
AWARD BID FOR NORTH
MAIN WATER AND SEWER PROJECT.
Council Member Jones informed the council of the bids for the North Main Water and Sewer Project. W.W. Clyde bid was $605,000 and Vancon was $268,800.
Council Member Armstrong moved to award the bid to
Vancon. Council Member Farrell seconded
the motion. Buchanan, Farrell, Mascaro,
Jones and Armstrong all voting yes.
DISCUSSION AND/OR
APPROVAL ON COLTON WATER LINE PROJECT.
Council Member Jones told the council that the water line going to the Hilton Top Tavern would have to go under the new highway. U.D.O.T. needed the water meter on the other side of the road and the owners of the Hilton Top will still be maintaining the line. Ordinance 2007-4 for outside city limits water users was past at this time
Council Member Armstrong moved to adopt Ordinance No.
2007-4 establishing rules for outside of city limits water users. Council Member Farrell seconded the
motion. The Council roll call vote is
as follows: Council Members Buchanan, Farrell, Mascaro, Jones and Armstrong in
favor with no one in opposition Ordinance 2007-4 passed by a unanimous roll
call vote.
DISCUSSION AND/OR
APPROVAL ON STORAGE UNIT.
Council Member Jones told the council that an employee complained about mold in the old storage unit. Mayor Dalpiaz told the council without vents the building has no air circulation and that could be creating the mold. Council decided to kill the mold and install vents for air circulation instead of purchasing a metal storage unit.

There being no further business Council Member Buchanan moved to adjourn. Council Member Armstrong seconded the motion. Buchanan, Farrell, Mascaro, Jones and Armstrong voting yes. Meeting adjourned.
