The regular meeting of the Helper City Council was called to order by Mayor Mike Dalpiaz at 6:00 p.m.
APPROVAL OF MINUTES
October 4, 2007
Council Member Farrell moved to approve the minutes of
October 4, 2007. Council Member Jones seconded the motion. Motion Carried. Farrell, Mascaro, Jones all voting yes. Armstrong was not present
for this vote.
AWARD BIDS FOR NORTH
MAIN PROJECT.
Council Member Jones moved to table this item until the
bids are reviewed. Council Member Mascaro seconded the motion. Motion Carried. Farrell, Mascaro, Jones all voting yes. Armstrong was not present
for this vote.
P.J. JENSEN ON MUSEUM
PROJECT.
Mr. Jensen addressed the council on the status of the museum project. Mr. Jensen told the council that a scenic by way grant needed to be signed for the amount of $125,000.
The architects for the museum project have estimated the cost of just the elevator, restrooms and a shell of the building will cost about $585,000. Mr. Jensen stated that the city should have the money to cover that cost.
Council Member Jones moved to approve the signing of the
grant subject to Attorney Strate’s
review. Council Member Mascaro seconded the motion. Motion Carried. Farrell, Mascaro, Jones all voting yes. Armstrong was not present
for this vote.
DISCUSSION AND/OR APPROVAL ON RESOLUTION NO 2007-8 ESTABLISHING VOTING PRECINCTS AND POLLING PLACES.
Council Member Farrell moved to adopt Resolution No.
2007-8 establishing Sally Mauro School for voting precinct. Council Member Jones seconded the motion. The Council roll call vote is as follows:
Council Members Farrell, Mascaro, Jones in favor with no one in opposition
Resolution 2007-8 passed by a unanimous roll call vote. Council Member
Armstrong was not present at this time.
DISCUSSION AND/OR APPROVAL ON RESOLUTION NO 2007-9 APPOINTING ELECTION JUDGES.
Council Member Farrell moved to adopt Resolution No.
2007-9 appointing election judges Gay Howell, Pat Howell and Lois Olsen. Council Member Jones seconded the
motion. The Council roll call vote is
as follows: Council Members Farrell, Mascaro, Jones in favor with no one in
opposition Resolution 2007-9 passed by a unanimous roll call vote. Council
Member Armstrong was not present at this time.
DISCUSSION AND/OR
APPROVAL ON BUILDING MAINTENANCE POSITION.
Council Member Mascaro told that council that the temporary maintenance person quit. Council Member Jones asked if it would save money to bid out the cleaning to a cleaning company. Council Member Mascaro will check with some of the cleaning companies in the county to see what it would cost. In the mean time advertise in the paper for a temporary person.
DISCUSSION AND/OR
APPROVAL ON 50 CENT RASIE FOR ALL EMPLOYEES AND $50.00 PER MONTH FOR ALL SALARY
EMPLOYEES.
Council Member Farrell moved to approve the raises
beginning Oct 7, 2007. Council Member Mascaro seconded the motion. Farrell, Mascaro, and Jones all voting yes.
Armstrong was not present at this time.
DISCUSSION AND/OR
APPROVAL ON UDOT LIGHTING AGREEMENT.
This item will be rolled over to the next meeting.

There being no further business Council Member Farrell moved to adjourn. Council Member Armstrong seconded the motion. Farrell, Mascaro, Jones, Armstrong voting yes. Meeting adjourned.
