MINUTES OF THE HELPER CITY COUNCIL MEETING

The regular meeting of the Helper City Council was called to order by Mayor Mike Dalpiaz at 6:00 p.m.

 

APPROVAL OF MINUTES September 6, 17, 20, and 27, 2007

 

 

Council Member Farrell moved to approve the minutes September 6, 17, 20 and corrected September 27, 2007. Council Member Jones seconded the motion.  Motion Carried.  Farrell, Mascaro, Jones all voting yes.

 

 

 

 

JULIE ORI ON DISCOUNT ELECTRICITY FOR OXYGEN USE.

 

Ms. Ori was not present at the meeting however, Council Member Jones did comment that Price City does not give a discount for oxygen use.

 

 

 

 

 

 

DISCUSSION AND/OR APPROVAL ON MUSEUM CONTRACT FOR GRAPHIC DESIGN.

 

Pat Kokal, Chairman of the museum board, presented the boards recommendation.  Teply Graphics and Bally Design.   Mr. Kokal informed the council that Bally Design had no pricing with their packet but, the board felt they were too large for our needs.  The board recommends Teply Graphics.

 

Council Member Mascaro moved to award the contract for graphic design to Teply Graphics.   Council Member Jones seconded the motion. Farrell, Mascaro, and Jones all voting yes.

 

WADE WILLIAMS ON AMENDED GARBAGE CONTRACT.

 

Wade Williams presented an amendment to the garbage contract as agreed upon.  The council had a problem with the wordage on tipping fee/disposal.  Mr. Williams agreed to take out the words disposal fee. 

 

Council Member Jones moved to accept the amended contract with the removal of the words disposal fee.  Council Member Farrell seconded the motion Farrell, Mascaro, Jones all voting yes.

 

 

 

DISCUSSION AND/OR APPROVAL ON HIRING POLICE OFFICER.

 

Council Member Jones moved to approve the hiring of a police officer that the Mayor and Chief recommend after interviews. Council Member Farrell seconded the motion.  Farrell, Mascaro, and Jones all voting yes. 

 

DISCUSSION AND/OR APPROVAL ON PURCHASING NEW COMPUTERS FOR TREASURER AND DEPUTY RECORDER.

 

 

Council Member Jones moved to approve the purchase of new computers for the treasurer and deputy recorder in the amount of $2003.32. Council Member Mascaro seconded the motion.  Farrell, Mascaro and Jones all voting yes.

 

 

DISCUSSION AND/OR APPROVAL ON UDOT LIGHTING AGREEMENT.

 

This item will be rolled over to the next meeting.

 

 

DISCUSSION AND/OR APPROVAL ON RECREATION BOARD APPOINTMENTS AND POWERS AND DUTIES.

 

 Council Member Jones moved to table this issue until January or until the new appointments are made. Council Member Mascaro seconded the motion.  Farrell,  Mascaro and Jones voting yes.

 

 

 

ADJOURNMENT:

 

There being no further business Council Member Mascaro moved to adjourn.  Council Member Jones seconded the motion.  Farrell,  Mascaro and Jones voting yes. Meeting adjourned.
