The special meeting of the Helper City Council was called to order by Mayor Mike Dalpiaz at 6:00 p.m.
DISCUSSION AND/OR
APPROVAL ON LIBRARY BOARD APPOINTMENTS.
Mayor Dalpiaz appointed Chuck Buchanan, Bob Farrell, Kirk Mascaro, Dean Armstrong, John Jones and Sandra Diamanti. Mayor Dalpiaz explained that when a council member’s term has expired it will include the library board. Michele Goldsmith will finish her current term on the board.
Council Member Jones moved to approve the library board appointments. Council Member Farrell seconded the
motion. Buchanan, Farrell, Armstrong
and Jones all voting yes.
DISCUSSION AND/OR
APPROVAL ON HIRING CRISIS COORDINATOR.
Mayor Dalpiaz recommended to the council, Cassie Gledhill as the new Crisis Coordinator, pending her background check.
Council Member Buchanan moved to approve the hiring of Cassie
Gledhill, pending her background check, for Crisis Coordinator. Council Member Jones
seconded the motion. Buchanan, Farrell,
Armstrong and Jones all voting yes.
DISCUSSION AND/OR
APPROVAL ON LOCAL CONSENT AND BEER LICENSE FOR
ST. ANTHONY’S CARNIVAL.
Mayor Dalpiaz explained that the Carnival will be applying to the State for a beer license for this event on November 1, 2 and 3.
Council Member Jones moved to approve the Local Consent
and Beer License for St. Anthony’s Carnival. Council Member Buchanan seconded
the motion. Buchanan, Farrell,
Armstrong and Jones all voting yes.
DISCUSSION AND/OR
APPROVAL ON WASTE DISPOSAL POSSIBLE EXECUTIVE SESSION.
Mayor Dalpiaz explained to the citizens what had been going on with the garbage contract and why their cans had been picked up. Mayor Dalpiaz stated that we have a temporary restraining order in place and cans are being returned to the residents. A court date is set for October 3, 2007 unless the contract dispute is settled before that date. Council Member Armstrong addressed the citizens on the contract and negotiation process. Council Member Farrell and Buchanan explained why they had voted no on accepting the increase to the current contract. Council Member Jones explained why he voted for the increase. Mayor Dalpiaz opened up the meeting for citizen comments.
Larry Ganser asked how much the legal fees are going to cost the taxpayers;
Dave Dornan’s concern was with ECDC on what type of waste they had been taking and what kind of deals the county made with ECDC. City Sanitation and Helper City are victims here of what decisions that the county and ECDC have made. Lanell Jones Dennison, City Sanitation, told the council that Wade Williams was out of town and she had some negotiation points for the garbage contract. Mayor Dalpiaz told her he was not going to negotiate in an open public meeting. Ms. Dennison explained to the citizens how the tipping fees were calculated for Helper. Ray Berneche asked how many cans and tonnage was calculated for Helper. Mrs. Ray Roberts told the council City Sanitation was wonderful and she did not want metal cans. Jeff Green, resident and Manager of ECDC addressed Mr. Dornans concerns. He also explained why the tipping fee had to be applied. Frankie Hathaway asked why no one from Helper attended the Public Hearings at Carbon County on the tipping fee. Marla Roberts told the council that she had been taking a phone poll on how many people would just pay the increase in the garbage. Ray Roberts told the council that he and his family had put out the flyers for the meeting and they will pick all of them up.
Council Member Jones moved to executive session. Council Member Buchanan seconded the motion.
Buchanan, Farrell, Jones and Armstrong voting yes.
Council Member Armstrong moved to accept the $2.15 per
can, .63 per yard and skipping a year of the .15 increase pending a written
proposal. Council Member Jones seconded
the motion. Buchanan, Farrell, Jones and Armstrong voting yes.
ADJOURNMENT:
There being no further business Council Member Jones moved to adjourn. Council Member Armstrong seconded the motion. Motion carried. Unanimous decision by the council present to adjourn the meeting.
