MINUTES OF THE HELPER CITY COUNCIL MEETING

The regular meeting of the Helper City Council was called to order by Mayor Bonacci at 6:00 p.m.   

 

PLEDGE OF ALLEGIANCE

 

The Pledge of Allegiance was led by Mayor Bonacci.

 

 

PUBLIC COMMENTS:   John Jones expressed concerns on parkway conditions and having a Cinco de mino in the downtown area.  

 

APPROVAL OF MINUTES – January 14 & 20 2005

 

Council Member Buchanan moved to approve the January 14 and 20 2005. Council Member Mascarco seconded the motion. Motion carried. Unanimous decision by council present.

 

 

 

 

 

 

DISCUSSION ON GIGLIOTTI POND.

 

Attorney Joanne Pappas White addressed the council on some issues at the Gigliotti Pond.  Some concerns of residents that live near the pond were the hours that the pond is opened, smell from the pond water, fish remains, and lights on the restrooms.  Ms. White told the council that the Division of Wildlife will take care of most of these issues.  Ms. White handed out pictures and documentation on things that are going on at the pond.  There was a concern of unsupervised children and late night activity that creates a lot of noise.  Ms. White’s clients would like to see the parking lot fenced off and the pond closed at night.  Mayor Bonacci appointed Council members Buchanan and Welch with Attorney Strate to look into the complaints.

 

RICHARD PASSMAN ON MOTEL LODGING.

 

Mr. Passman asked the council to pass an ordinance describing what a short term to long term resident is for his motel.  Mayor Bonacci asked Attorney Strate to check into the matter to see if this was a necessary ordinance.  

 

 

DISCUSSION AND/OR APPROVAL ON HAZMAT TRUCK CONTRACT.

 

Attorney Strate asked council what they would like to see in the agreement with Carbon County on storing their hazmat truck in the Public Safety Building.

 

DISCUSSION AND/OR APPROVAL ON PURCHASING MOWERS FOR PARKS.

 

Council Member Farrell asked council to approve the purchase of a mower for the parks.  The mower would cost $5,000 it is a 2003 model but is brand new. 

Council Member Buchanan would like to see in writing a quote from the vender.

Council Member Farrell will bring this to the next meeting.

 

DISCUSSION ON BUDGET.

 

Council looked over the first quarter budget figures.

 

 

PLANNING AND ZONING REPORT.

 

Nothing to report.

There being no further business Council Member Mascaro moved to adjourn the meeting.  Council Member Welch seconded the motion.  Motion carried.
