The regular meeting of the Helper City Council was called to order by Mayor Bonacci at 6:00 p.m.   

 

PLEDGE OF ALLEGIANCE

 

The Pledge of Allegiance was said in the Redevelopment Meeting.

 

PUBLIC COMMENTS: P.J. Jensen updated the council on the biding for the museum. Mr. Jensen asked the council to open the bids, then give them to the committee to review and recommend a contractor to the council.

 

 

 

APPROVAL OF MINUTES – May 19, 2005

 

Council Member Mascaro moved to approve May 19, 2005 minutes. Council Member Welch seconded the motion. Motion carried. Unanimous decision by council present.  

PRESENTATION TO CARBON HIGH SCHOOL.

 

Council Member Mascaro presented a plaque to Coach Jorgensen in appreciation of the Carbon High School baseball team that went to state this year.

 

 

PUBLIC HEARING: ADOPTION OF RESOLUTION 2005-5 BUDGET FOR 2005-2006 AND ADOPTION RESOLUTION 2005-6 AMENDING THE BUDGET FOR 2004-2005.

 

 

Council Member Buchanan moved that the Public Hearing be held to receive comments on the Budget  2005-2006 and Budget Revision for 2004-2005 . Council Member Mascaro seconded the motion. Motion carried. Unanimous decision by council present. Mayor Bonacci opened the Public Hearing at 6:05 p.m. There being no comments Council Member Buchanan moved the Public Hearing be closed and that Resolution 2005-5 and 2005-6 be approved. Council Member Welch seconded the motion. The Council roll call vote is as follows: Council Members Buchanan, Farrell, Gonzales, Welch and Mascaro in favor with no one in opposition Resolution 2005-5 and 2005-6 passed by a unanimous roll call vote.  Public Hearing closed at 6:10 p.m.

  

DISCUSSION AND APPROVAL LOCAL CONSENT AND BEER LICENSE FOR HELPER ARTS FESTIVAL.

 

Council Member Mascaro moved to approve local consent and beer license for the Helper Arts Festival. Council Member Welch seconded the motion. Motion carried. Unanimous decision by council present.  

 

 

 

DISCUSSION AND/OR APPROVAL ON ORDINANCE 2005-3 ESTABLISHING AND HISTORIC PRESERVATION.

 

Council Member Welch moved to approve Ordinance 2005-3 with corrections. Council Member Mascaro seconded the motion.  The Council roll call vote is as follows: Council Members Buchanan, Farrell, Gonzales, Welch and Mascaro in favor with no one in opposition Ordinance 2005-3 passed by a unanimous roll call vote.  

 

 

 

 

 

 

DISCUSSION AND/OR APPROVAL ON CIB LOAN OF $692,000 AND $300,000 GRANT FOR SWIMMING POOL AND FUNDING FOR REPAYMENT OF LOAN.

 

Council Members Mascaro and Welch asked that a survey or public hearing be done before making a decision to accept the loan.  Council Member Buchanan stated that this was a good deal and the council should take it.  Buchanan purposed a $3 charge on all utility bills.  Council Member Gonzales purposed a $5 charge on all utility bill $3 for the pool $1 for the Rio Theater and $1 for employees raise.  Several residents were in favor of the pool and the charge of $5.   Harold Nielson was not in favor and felt that many of the senior citizens on fixed income would have a hard time paying the $5.  Ron Mutz was in favor of the pool not the loan.

 

 

 

Council Member Gonzales moved to approve the loan/grant and add $5 charge on the utility bills. Council Member Buchanan seconded the motion.  The Council roll call vote is as follows: Council Members Buchanan, Farrell, and Gonzales in favor with Welch and Mascaro in opposition Motion passed. 

 

 

DISCUSSION AND/OR APPROVAL ON ORDINANCE 2005-4 AMENDING PERSONNEL POLICIES AND PROCEDURES MANUAL.

 

 

 

Council Member Buchanan moved to approve Ordinance 2005-4 amending the personnel policies and procedures manual on overtime. Council Member Farrell seconded the motion.  The Council roll call vote is as follows: Council Members Buchanan, Farrell, Gonzales, Welch and Mascaro in favor with no one in opposition Ordinance 2005-4 passed by a unanimous roll call vote. 

 

 

DISCUSSION AND/OR APPROVAL ON HIRING WILLIAM DRAPER FOR THE PARK AND TERRY WANDELL FOR THE CEMETERY.

 

Council Member Welch asked why Council Member Farrell hired an extra person when only one position was opened.  Mr. Farrell explained that they need more help and at $6 an hour it will not change the budget.

 

 

 

Council Member Farrell moved to approve the hiring of William Draper and Terry Wandell. Council Member Gonzales seconded the motion. Motion carried. Unanimous decision by council present.  

DISCUSSION AND/OR APPROVAL ON CERTIFIED TAX RATE.

 

Council Member Buchanan moved to approve the certified tax rate of .002497 as set by Carbon County Auditor. Council Member Mascaro seconded the motion. Motion carried. Unanimous decision by council present.
