PURPOSE
Society’s goals and providing an environment of peace, health and safety, are the fundamental objectives of the Helper City Police Department.
Policies and procedures are designed to provide guidance for and to impose discipline upon the Police Department members so they can respond properly, efficiently, and effectively to the fundamental objective of the Department in meeting the needs of the community.
All Police Department members are required to become familiar with the contents of the manual. An officer in the performance of his/her duties is confronted with an infinite variety of complex situations, which require police action. Policy, stated in general terms, is objective rather than situation oriented. It is, however, broad enough to encompass most situations presented to an officer.
Policies and procedures are not static but subject to revision from time to time as changing circumstances and conditions require. By following the guidelines set forth in the policies and procedures herein we will be able to fulfill our responsibilities.

designed to facilitate the internal operation and administration of the Police
Department, and are not intended to replace or conflict with the personnel
